Pour ce qui est du volet financier,la composante <strong>postale</strong> du projet algérien représente14% <strong>de</strong> la totalité du prêt <strong>de</strong> 9 millions, et le montantréel <strong>de</strong>s dépenses engagées et payées s’est élevé aufinal à 1,18 million d’USD.»Pour la pério<strong>de</strong> 2004–2006, le soutien <strong>de</strong> la Banquemondiale à l’Algérie prend la forme d’une coopérationimmatérielle, et non d’une mise à disposition <strong>de</strong> fonds:conseils, échange <strong>de</strong> données et <strong>de</strong> savoir-faire, travailanalytique et consultatif, vulgarisation <strong>de</strong>s processusauprès <strong>de</strong>s employés.Enfin, l’ai<strong>de</strong> <strong>de</strong> la Banque mondiale porte sur lamo<strong>de</strong>rnisation et le développement <strong>de</strong>s services financierspostaux, qui représentent aujourd’hui près <strong>de</strong>80% du chiffre d’affaires d’Algérie Poste. L’ai<strong>de</strong> neconcerne pas directement l’opérateur postal, maisplutôt le développement <strong>de</strong>s infrastructures bancairesnationales. A ce titre, Algérie Poste apparaît comme unbénéficiaire indirect <strong>de</strong> ces ai<strong>de</strong>s, car elle profite d’unsystème <strong>de</strong>s paiements interbancaires renforcé pour lestransactions importantes et <strong>de</strong> la définition <strong>de</strong> normespour les paiements <strong>de</strong> faible valeur.Ai<strong>de</strong> européenneFort <strong>de</strong> cette expérience réussie avec la Banque mondialeet une fois la séparation administrative <strong>de</strong>s entitésbien ancrée, le Ministère a fait appel au pendanteuropéen <strong>de</strong> la Banque mondiale, le programmeMEDA <strong>de</strong> la Commission européenne. Ce programmemet à disposition <strong>de</strong>s fonds octroyés par l’<strong>Union</strong> européenneaux pays riverains <strong>de</strong> la Méditerranée signataires<strong>de</strong> la déclaration <strong>de</strong> Barcelone en 1995.Pour être admissibles, les projets candidats doiventintégrer l’un <strong>de</strong>s programmes indicatifs nationaux,un document d’orientation dans l’un <strong>de</strong>s domaines<strong>de</strong> la transition économique prédéfini par MEDA, enl’occurrence l’appui à l’ajustement structurel.En Algérie, il s’agit d’un soutien financier <strong>de</strong> 5 millionsd’EUR s’échelonnant sur quatre ans entre février2003 et février 2007. Ce montant sert d’appui techniqueà la réforme et couvre trois domaines: assistancetechnique, formation et équipements et logiciels.L’assistance technique consiste à faire intervenir <strong>de</strong>sexperts internationaux et algériens dont les prestationssont coordonnées par un expert rési<strong>de</strong>nt, sur toute ladurée <strong>de</strong> l’action. L’expert en question, Daniel Jaunas,est détaché <strong>de</strong> Sofrepost, filiale du groupe français LaPoste. «Je coordonne le déploiement et l’emploi duFinally, the Bank’s aid isaimed at mo<strong>de</strong>rnizing and<strong>de</strong>veloping postal financialservices, which currentlyaccount for almost 80% of AlgeriaPost’s turnover. It seems to benefit AlgeriaPost indirectly, by providing it with a stronger systemof interbank payments for large transactions and<strong>de</strong>fined standards for low-value payments.European aidOnce the administrative separation of the two bodieswas well un<strong>de</strong>r way, the Ministry, armed with its successfulexperience with the World Bank, called on theEuropean arm of the World Bank, the European CommissionMEDA programme, which makes European<strong>Union</strong> funding available to Mediterranean signatoriesof the 1995 Barcelona <strong>de</strong>claration.To be eligible, candidates’ projects must inclu<strong>de</strong>one of the National Indicative Programmes and anorientation document in one of the MEDA pre<strong>de</strong>fine<strong>de</strong>conomic transition areas (in this case, support forstructural change).Algeria is receiving five million euros in financialsupport over a four-year period, from February 2003to February 2007. This sum is for technical support forreform, and covers three areas: technical assistance,training, and software and equipment.Technical assistance is provi<strong>de</strong>d by internationaland Algerian experts, whose services are coordinatedby a resi<strong>de</strong>nt expert throughout the programme.Daniel Jaunas, the expert in question, is on secondmentfrom Sofrepost, a subsidiary of the FrenchLa Poste group. “I coordinate the <strong>de</strong>ployment andschedule of international experts providing technicalassistance on all aspects of a particular business: strategy,legal framework, accounting, quality of service,new product and service launches, marketing, humanresources, training and internal audits,” he explains.A budget of 800,000 euros covered training for1,200 management and technical staff to meet the challengesof reform, teaching them management methodsappropriate to the enterprise. Thanks to the acquisitionof some 575,000 euros’ worth of software an<strong>de</strong>quipment, Algeria Post has now installed an intranetinterface and cost-accounting process gui<strong>de</strong>, and, aftershowing a <strong>de</strong>ficit in its accounting position in 2003, hasnow returned to the black.The tangible results of initiatives carried out un<strong>de</strong>rthe MEDA programme are improved quality of service,achieved through the global reorganization of thetransmission and sorting network, the launch of a newrange of over-the-counter products and new tools for24 UNION POSTALE

Des équipes commercialessont mises en place, <strong>de</strong>s étu<strong>de</strong>s <strong>de</strong> marchésont réalisées sur chaque segment et une stratégied’entreprise est définie sur la base d’une politique <strong>de</strong>métiers.Stratégie sectorielleEn retour <strong>de</strong> l’ai<strong>de</strong> <strong>de</strong> ces institutions, «<strong>de</strong>s rapportssont établis chaque trimestre et, tous les six mois, <strong>de</strong>sexperts <strong>de</strong> la Banque mondiale se ren<strong>de</strong>nt en Algériepour constater <strong>de</strong> visu l’avancement du projet»,affirme Saliha Sayah, responsable <strong>de</strong> l’unité <strong>de</strong> coordinationet <strong>de</strong> suivi du projet <strong>de</strong> réforme du secteur auMinistère. Elle rappelle d’ailleurs que le projet <strong>de</strong> réforme<strong>de</strong> la poste et du secteur <strong>de</strong>s télécommunicationsa été classé «meilleur projet <strong>de</strong> 2004» en Algérie par laBanque mondiale.Pour bénéficier d’un soutien financier supranational,le Gouvernement doit se doter d’une véritablestratégie sectorielle s’intégrant dans une politique <strong>de</strong>développement à long terme. Il est important que lesinterlocuteurs <strong>de</strong>s postes correspon<strong>de</strong>nt à <strong>de</strong>s tutellesfinancières et que leur <strong>de</strong>man<strong>de</strong> d’ai<strong>de</strong> définisse précisémentles liens <strong>de</strong> causalité entre les résultats à obteniret l’ensemble <strong>de</strong>s moyens mis en œuvre à cet effet.«Les postes doivent communiquer sur le plan institutionnelafin que la réforme <strong>postale</strong> soit définie enamont par <strong>de</strong>s experts gouvernementaux, qui exercerontune politique <strong>de</strong> pression jusqu’aux plus hautesinstances <strong>de</strong> l’Etat. It is important forpostal representatives to communicate with financialsupervisory authorities, and to clearly specify in applicationsfor funding the results envisaged from the resourcesprovi<strong>de</strong>d.“Posts must communicate at institutionallevel so that postal reform can be <strong>de</strong>fined inadvance by government experts, who will bring pressureto bear on the highest State bodies. This is theonly way to get international institutions to releaseresources,” says Isabelle Segni. The funds exist, butthere are often no strategic plans. Not so in the case inAlgeria, though, where strategy and objectives go handin hand.
