BILAgA A. UPPdrAgSBeSkrIvnIng 148 2.2 Scope of work The study has three objectives: 1. To document Swedish support to Peru during the period 1970–2009. 2. To analyse the overall effectiveness and results of the support and the strategies over time. 3. To sum up and present lessons learned from Swedish support to Peru that could be of use in similar contexts. The following areas of work should be included in the study: 1. Swedish support to refugees during 1970–1980. 2. Swedish support to the Peruvian civil society through Swedish NGOs up to date. 3. Support to the Truth and Reconciliation Process through the Truth and Reconciliation Commission (CVR) and the implementation of its recommendations, year 2001 and onwards. 4. The historic development – ”timeline” in which the Swedish cooperation initiatives are inserted and the context of the cooperation strategies 5. The role of women and women’s rights. 6. The role of children and children rights. 7. The bilateral support since 1995 (focus, amounts, sustainability, linkage in between (incl. Contractual technical co operation (KTS) and International Training Programmes (ITP). 8. The impact of the presence of Swedish Cooperation agents in the development of the country throughout the years. 9. Unconcluded processes <strong>Sida</strong> leaves behind and suggestions and recommendations of who could carry them on and how. 10. Coordination with other donors during the years. 11. Presentation of lessons learned from Swedish support to Peru that could be of use in similar contexts. 2.3 Budget The tender shall include a budget, considering among other things the following: 1. Consultancy work. 2. Travels. 3. Translation. 4. Graphic design, layout, photo. 5. Presentation in Lima and Stockholm.
2.4 Schedule The study shall be carried out during September–December 2009. The assignment is expected to be completed during a total of 20 man-weeks maximum (to be divided between the consultants). The tender shall present a draft work plan and time schedule for the assignment, including the presentation of the outcome in Lima and Stockholm. The tender shall include a proposal on the number of weeks in Sweden and in Peru. 2.5 Profile of the Supplier and requirements for personnel The consultant team should consist of a team of two persons, one person should be based in Peru and one in Sweden. The team (between both) is expected to comply with the following requisites: 1. Professional in history/journalism or social science. 2. Spanish as mother tongue, oral and written. 3. Swedish as mother tongue, oral and written. 4. Former experience with evaluations and studies in the field of development cooperation incl. Results Based Management. 5. Knowledge of the issue of gender equity, human rights and democratic processes. 6. Very good knowledge of the Peruvian reality. 7. Documented experience in journalistic writing. 2.5.1 Person principally responsible for the implementation of the service (team-leader) The tenderer must propose a person or persons with: 1. Academic or other vocational education. 2. Work experience adequate for the project. 3. Very good knowledge in spoken and written Swedish and Spanish. 4. At least two years of experience as a responsible manager in charge of the performance of services in the relevant area. The tender must include: 1. A description in the form of Curriculum Vitae for the person who is to be responsible for the performance of the project.
