Dans ce texte, l’auteur montre que la fondation de l’académie de Médecine et de
Chirurgie (« Medizinisch-Chirurgische Josephsakademie ») n’avait pas simplement
pour but de créer une école de médecine comme pépinière de médecins militaires.
Les structures et les objectifs de cette institution se sont en effet inspirés
des nouvelles idées développées au siècle des Lumières pour améliorer les soins
de santé. Les diplômes ont été adaptés à la mise en œuvre de ces idées et ces
principes d’administration des soins médicaux. La formation des étudiants suivait
des règles différentes de celles des universités. On attachait plus d’importance
à l’enseignement pratique dans les hôpitaux. Cependant, il faut aussi savoir
que la fondation de l’Académie faisait suite à l’échec que Joseph II avait subi en
voulant réformer la faculté de médecine de l’Université de Vienne. Ainsi, le
« Josephinum » représente une conception et sa réalisation.

On a revaluation of „thwarted measures“ – The Josephinist tax reform
in comparison
Although plans for a tax reform, based on the land register and originated from
Lombardy, were discussed from the beginning of the 18 th century onwards, it was
not before 1783 that Joseph II issued the relevant instructions for their implementation.
Yet, the Steuerregulierungs-Hofkommission delayed the case until
1788 and two years later the representatives of the noble estates definitely
brought the reform down. After taking up the negotiations again in 1817 the project
could be definitely effectuated in Lower Austria in 1834, in the other Habsburg
lands the effectuation would last much longer. In France the situation was
quite similar. Various attempts had been made since 1767 on a regional level, but
the law covering the entire area of the state was passed only in 1807. It is Carl
Friedrich Kübeck von Kübau, born in 1780 in Iglau (Jihlava) who may pass for
an Austrian exponent of late-Josephinist ideas, whereas his counterpart in France
was Martin-Michel Gaudin. Differing in their upbringing and formation of character
as well as in the choice of their ways and means, they nevertheless aspired
to the same aim. At the end of the 18 th century neither in the Habsburg monarchy
nor in the Kingdom of France time was ripe for such far-reaching reforms, in
both cases owing to foreign-policy problems as well as to internal tensions.
However, the belated implementation does not alter the correctness of the basic
idea and the solution proposed by Joseph II.
Obwohl eine Steuerreform auf Grundlage des Katastersystems, ausgehend von
der Lombardei seit Beginn des Jahrhunderts diskutiert wurde, gab erst Joseph II.
1783 die entsprechenden Anweisungen zur Umsetzung. Allerdings: die Steuerregulierungs-Hofkommission
verschleppte die Angelegenheit bis 1788 und die ade-
