P \ R , 'I J \" " Department of Environmental Protection Office of Greenways and Trails 3900 Commonwealth Boulevard, M.S, 795 Tallahassee, Florida 32399-3000 To the Department of Environmental Protection , RE: Pritchard Road Cross over of Baldwin Trail The City of Jacksonville, Planning and Development Department is pleased to review the request for the Pritchard Road Cross over of Baldwin Trail in order to comply with the State of Florida's required consistency review from the City of Jacksonville's 2030 Comprehensive Plan; adopted pursuant to section 163,3167, F.S. On March 19,2010, as requested by Tom Harris of England Thims and Miller, the City of Jacksonville's Planning and Development Department determined that the Prichard Road Cross over of Baldwin Trail is consistent with the 2030 Comprehensive Plan. The description provided in the March 19, 2010 e-mail from Tom Harris indicates that the project will extend Pritchard Road through the Baldwin Trail in order to connect to the intersection of Old Plank Road and Chaffee Road. The ,38-acre subject site will provide for a 'flyover above the Baldwin Trail. To guarantee continued use of Baldwin Trail during construction, a temporary detour will be provided, Please note that more information on the Baldwin Trail can be obtained from the Florida Department of Environmental Protection Office of Greenways and Trails, The above project is consistent with the City of Jacksonville's 2030 Comprehensive Plan, including specific conformity with provisions of the plan: Future Land Use Element: Policy 1.1.17 Require public and private infrastructure facilities to be located and designed in a manner that complements surrounding development. Policy 1.1.23 The City will encourage the use of such smart growth practices as: 1, Interconnectivity of transportation modes and recreation and open space areas,
