Proposals Galore for<br />

Industries in Uttarakhand<br />

The break-up of proposals received<br />

shows that the maximum units<br />

have be<strong>en</strong> proposed in steel<br />

manufacturing, food proce<strong>ss</strong>ing and<br />

g<strong>en</strong>eral manufacturing units followed<br />

by electrical goods manufacturing,<br />

pharmaceuticals and textile units.<br />

Interestingly, the emphasis is towards<br />

nil discharge of efflu<strong>en</strong>ts into water<br />

bodies, thereby prev<strong>en</strong>ting water<br />

pollution. Wherever such discharge<br />

is unavoidable, the manufacturing<br />

unit should have integrated waste<br />

water treatm<strong>en</strong>t facilities.<br />

Road construction has be<strong>en</strong> a major<br />

force of change for mountain people<br />

Proce<strong>ss</strong> of <strong>Land</strong> <strong>Ali</strong><strong>en</strong>ation<br />

and their forests. Since the <strong>en</strong>actm<strong>en</strong>t<br />

of the Forest Conservation Act 1980,<br />

a total of 2311 ha of forest land has<br />

be<strong>en</strong> used to build roads; mostly for<br />

the expansion and wid<strong>en</strong>ing of many<br />

existing roads, as the forest laws<br />

make it very difficult for new roads to<br />

be established.<br />

Construction of roads received<br />

an impetus after the formation of<br />

Uttarakhand. At the same time,<br />

several projects under differ<strong>en</strong>t<br />

categories were brought under the<br />

head of National Highways, and<br />

this gave further impetus to road<br />

construction. This makes it imperative<br />

to evaluate the <strong>en</strong>vironm<strong>en</strong>tal impact<br />

of road construction, especially the<br />

handling of debris.<br />
