In sum, it was a total reign of terror<br />

by the police and the district officials<br />

with the deploym<strong>en</strong>t of about 500<br />

civil and armed police. The whole<br />

operation war personally managed<br />

and co-ordinated by the Inspector<br />

G<strong>en</strong>eral (IG) police, Bastar under the<br />

strict instructions giv<strong>en</strong> by the chief<br />

minister, Chhattishgarh to show the<br />

tribals their real position in their land.<br />

The me<strong>ss</strong>age was very clear. A<br />

consci<strong>en</strong>cele<strong>ss</strong> state governm<strong>en</strong>t<br />

was so ke<strong>en</strong> to invite foreign capital<br />

that it not only suppre<strong>ss</strong>ed peoples’<br />

right over livelihood resources, but<br />

ignored constitutional provisions,<br />

overlooked the legality of its actions<br />

and ev<strong>en</strong> the criminal nature of its<br />

off<strong>en</strong>ces. This governm<strong>en</strong>t was se<strong>en</strong><br />

to go to any ext<strong>en</strong>t to suppre<strong>ss</strong><br />

resistance and butcher di<strong>ss</strong>id<strong>en</strong>ts.<br />

Any voice of di<strong>ss</strong><strong>en</strong>t was sil<strong>en</strong>ced<br />

with the most brutal police force,<br />

and people subjugated to c<strong>om</strong>ply<br />

with the dictates of the state.<br />

Ev<strong>en</strong>tually most of the affected<br />

villagers accepted the cheques under<br />

threat. They were clearly told that if<br />

they did not accept the cheques, they<br />

would be beat<strong>en</strong> up and s<strong>en</strong>t to jail<br />

like their fellow villagers.<br />

Organised Response<br />

The land acquisition proce<strong>ss</strong> had<br />

be<strong>en</strong> pursued with force and<br />

terror, village people had be<strong>en</strong><br />

s<strong>en</strong>t to prison indiscriminately, and<br />

c<strong>om</strong>p<strong>en</strong>sation cheques in many<br />

cases were handed over by force.<br />

The due proce<strong>ss</strong> of law was violated;<br />

democratic proce<strong>ss</strong> c<strong>en</strong>tred on the<br />

gram sabha had be<strong>en</strong> ignored in a<br />

Scheduled V area.<br />

The future of democratic institutions<br />

in Chhattisgarh seems under great<br />

threat.<br />

Proposed Steel Plant by Tata<br />

Group in Dantewada District<br />

The i<strong>ss</strong>ue of land acquisition for Tata<br />

Steel Plant in Lohandiguda block of<br />

Dantewada district has continuously<br />

be<strong>en</strong> under dispute. It started on<br />

February 23, 2005 wh<strong>en</strong> higher<br />

officials of Tata visited Chhattisgarh<br />

to review the prospects for their<br />

project. On June 4, 2005 a MoU<br />

was signed betwe<strong>en</strong> Governm<strong>en</strong>t<br />

of Chhattisgarh and Tata for an<br />

investm<strong>en</strong>t of 10,000 crores rupees.<br />

Tata officials visited Lohandiguda<br />

area on October 20 looking for 4000<br />

ha. of land. They id<strong>en</strong>tified 2160<br />

ha. in Dabpal, Dhuragaon, Bade<br />

Paroda, Bade Dharaur, Belar, Badanji,<br />
