their original habitat. Dam/Irrigation<br />

projects alone have displaced nearly<br />

3.5 lakh, or roughly 70 per c<strong>en</strong>t of<br />

all those displaced. Industrial projects<br />

have displaced about 60,000 people<br />

which is 12 per c<strong>en</strong>t of the total<br />

displaced, mining has displaced 3.37<br />

per c<strong>en</strong>t, urban dev<strong>elo</strong>pm<strong>en</strong>t projects<br />

12.86 per c<strong>en</strong>t, thermal projects 2.60<br />

per c<strong>en</strong>t and wildlife sanctuaries 0.5<br />

per c<strong>en</strong>t. A host of other projects,<br />

which are still in the proce<strong>ss</strong> of being<br />

finalised, and further displacem<strong>en</strong>t<br />

will push up these figures. The<br />

number of people who have be<strong>en</strong><br />

indirectly affected is far greater than<br />

those m<strong>en</strong>tioned above who have<br />

be<strong>en</strong> directly affected.<br />

National <strong>De</strong>v<strong>elo</strong>pm<strong>en</strong>t and<br />

the State’s Resources<br />

Ori<strong>ss</strong>a contains 24.5 per c<strong>en</strong>t of<br />

<strong>India</strong>’s manganese reserves. It is<br />

a veritable dream destination for<br />

steel-makers, containing 25.3 per<br />

c<strong>en</strong>t of <strong>India</strong>’s iron ore reserves,<br />

24.5 per c<strong>en</strong>t of its coal reserves,<br />

17.5 per c<strong>en</strong>t of its dol<strong>om</strong>ite<br />

reserves and 1.4 per c<strong>en</strong>t of its<br />

limestone reserves. Bahplimali is just<br />

one hill where the state boasts 57.5<br />

per c<strong>en</strong>t of <strong>India</strong>’s bauxite reserves.<br />

There’s more, the state also has<br />

87.5 per c<strong>en</strong>t of the nation’s nickel<br />

and 89.9 per c<strong>en</strong>t of its chr<strong>om</strong>ite<br />

reserves.<br />

In 1994 the Union governm<strong>en</strong>t<br />

am<strong>en</strong>ded the Mines and Minerals<br />

(Regulation and <strong>De</strong>v<strong>elo</strong>pm<strong>en</strong>t) Act,<br />

1957, allowing the inflow of private<br />

capital, both d<strong>om</strong>estic and foreign,<br />

to explore and exploit 13 minerals<br />

including iron ore, manganese,<br />

nickel, and bauxite. The coal sector<br />

was subsequ<strong>en</strong>tly, and c<strong>om</strong>pletely<br />

deregulated in 1997. Ori<strong>ss</strong>a op<strong>en</strong>ed<br />

the floodgates to foreign and<br />

d<strong>om</strong>estic investm<strong>en</strong>t.<br />

Projects worth Rs. 2,50,000 crore<br />

are likely to be implem<strong>en</strong>ted in the<br />

state in the next five to t<strong>en</strong> years,<br />

a majority of them mining projects.<br />

In the last two years, governm<strong>en</strong>t<br />

has also signed MoUs with 25 steel<br />

industries; if all of them go through,<br />

the state will produce a whopping<br />

24.91 million tonnes of steel each<br />

year. A little over a decade ago<br />

(during 1995-1996), Ori<strong>ss</strong>a had<br />

already received the largest amount<br />

of private investm<strong>en</strong>t in <strong>India</strong>, both<br />

foreign and d<strong>om</strong>estic. It now ranks<br />

among the top t<strong>en</strong> states in terms of<br />

investm<strong>en</strong>t. Till 1995 there were only<br />

two steel plants. Following marginal<br />

growth betwe<strong>en</strong> 1995 and 2000,
