Ballabh Pant Wild Life Sanctuary was<br />

declared a protected zone. Similarly<br />

in the Chakrata and Haridwar forest<br />

divisions a total of 4227.9 ha. land<br />

b<strong>elo</strong>nging to Aasan Wetland (near<br />

Chakrata) and the Jhilmil waterfall<br />

in Chidiapur region of Haridwar was<br />

converted into protected-reserved<br />

A Story of Unfulfi lled Pr<strong>om</strong>ises<br />

Case studies fr<strong>om</strong> Village Pala and Chai<br />

I. Village Pala is the worst hit due to Loharinag Pala and Pala Maneri projects being<br />

constructed in the reservoir at Bhagirathi River valley. Major and minor landslides have<br />

already occurred at 150 spots around the village, particularly in the Burari and Tolani Tok<br />

areas. Blasting during the making of the tunnel had such an impact that the <strong>en</strong>tire village<br />

felt the vibrations and cracks dev<strong>elo</strong>ped in many houses. For this 480 mw project, 53.5315<br />

ha.of forest land has be<strong>en</strong> leased out for 30 years and 6.803 ha land of 72 families of<br />

Auna village, 22 of Sej, 41 of Bhatwari, four families of Pala village and three of Jaunkari.<br />

Four nail land of an SC villager Satru was acquired long ago at the rate of Rs. 4000 per<br />

nail. Now he is landle<strong>ss</strong> and without any work.<br />

II. Chai village in Chamoli district of Uttarakhand had 135 families and made the headlines<br />

wh<strong>en</strong> Alaknanda river waters, diverted through a tunnel during the construction of Vishnu<br />

Prayag Hydroelectric Project, c<strong>om</strong>pletely destroyed the village. This 400 MW electricity project<br />

is being constructed by a private c<strong>om</strong>pany Jai Prakash Industries. The tunnel pa<strong>ss</strong>es under<br />

the area where the village once stood. Former Van Panchayat sarpanch Shri Bhupal Singh<br />

says “Earlier the artisans used to earn their livelihood by selling milk, fruits and vegetables<br />

to Badrinath temple c<strong>om</strong>mittees but with the starting of work for Vishnu Prayag project<br />

in 2004-05 began an <strong>en</strong>dle<strong>ss</strong> proce<strong>ss</strong> of difficulties. Initially the c<strong>om</strong>pany made tempting<br />

declaration of constructing roads, good schools and providing water and electricity to the<br />

villagers. It did construct the road upto the half distance and a Sabarmati bus service was<br />

introduced to take the childr<strong>en</strong> to Joshimath, a distance of 10 kms. But as soon as the<br />

work for the project was over, all such facilities were withdrawn. People objected to the<br />

construction of the tunnel and demanded protective measures against seepage <strong>en</strong>dangering<br />

their h<strong>om</strong>es and land. No steps were tak<strong>en</strong> by the authorities and finally the land caved<br />

in displacing 124 people of 25 families and destroying 68-ro<strong>om</strong> hutm<strong>en</strong>ts made of thick<br />

bamboo.” Thrirty-five families fr<strong>om</strong> the village migrated to other areas and 13 cases have<br />

be<strong>en</strong> filed at Joshimath tehsil against social activists agitating against the project.<br />
