Castes and particularly against the<br />
<strong>en</strong>croachm<strong>en</strong>t on their land by the<br />
upper cast people, section 3 (1) (IV)<br />
(V) of C<strong>en</strong>tral Governm<strong>en</strong>t’s SC/ST<br />
(Prev<strong>en</strong>tion of Atrocities) Act 1989<br />
provides that if any non-SC/ST<br />
person <strong>en</strong>croaches upon the land<br />
Proce<strong>ss</strong> of <strong>Land</strong> <strong>Ali</strong><strong>en</strong>ation<br />
of Dalits, th<strong>en</strong> he is likely to be<br />
imprisoned for a minimum period of<br />
six months and a maximum period<br />
of five years and a fine. These laws<br />
were of trem<strong>en</strong>dous significance<br />
to tribal people because of their<br />
dep<strong>en</strong>d<strong>en</strong>ce on land and forests for<br />
their livelihood.<br />
The Planning C<strong>om</strong>mi<strong>ss</strong>ion’s Aspirations for <strong>India</strong>n W<strong>om</strong><strong>en</strong><br />
W<strong>om</strong><strong>en</strong> need to be giv<strong>en</strong> priority, W<strong>om</strong><strong>en</strong> t<strong>en</strong>d to be the most c<strong>om</strong>monly landle<strong>ss</strong> and<br />
are the poorest ev<strong>en</strong> among poor households. At the same time, in the rare cases where<br />
w<strong>om</strong><strong>en</strong> have land or a house of their own it is found to make a critical differ<strong>en</strong>ce to<br />
them and their family’s welfare. For instance, such w<strong>om</strong><strong>en</strong> face le<strong>ss</strong> risk of destitution<br />
and d<strong>om</strong>estic viol<strong>en</strong>ce, and improved econ<strong>om</strong>ic well being. The welfare of their childr<strong>en</strong><br />
also improves, mother’s a<strong>ss</strong>ets are found to have a greater positive effect on childr<strong>en</strong>’s<br />
nutrition, education and health than the father’s a<strong>ss</strong>ets. W<strong>om</strong><strong>en</strong> also t<strong>en</strong>d to sp<strong>en</strong>d more<br />
of their inc<strong>om</strong>e on the childr<strong>en</strong>’s needs than m<strong>en</strong>. Allotm<strong>en</strong>ts made to w<strong>om</strong><strong>en</strong> would<br />
therefore b<strong>en</strong>efit both poor w<strong>om</strong><strong>en</strong> and their families<br />
Allotm<strong>en</strong>ts giv<strong>en</strong> to groups of families in a consolidated space would be more b<strong>en</strong>eficial<br />
than scattered allotm<strong>en</strong>ts, for several reasons. One, allotm<strong>en</strong>ts that are all together will<br />
help create a c<strong>om</strong>munity in which people can socially interact and help each other. Two, it<br />
is easier to provide infrastructural support – such as drinking water and sanitation, primary<br />
school, primary health c<strong>en</strong>tre etc. – to a consolidated group. In fact such support services<br />
should be a part of the initial plan wh<strong>en</strong> land is distributed to the landle<strong>ss</strong>.<br />
A w<strong>om</strong><strong>en</strong>’s resource c<strong>en</strong>tre, catering to w<strong>om</strong><strong>en</strong> especially of poor c<strong>om</strong>munities, could also<br />
be planned alongside. At pres<strong>en</strong>t, village w<strong>om</strong><strong>en</strong> have no designated public place where<br />
they can c<strong>om</strong>fortably go to obtain information and learn about livelihood opportunities,<br />
and about their rights and laws. A resource c<strong>en</strong>tre catering only to w<strong>om</strong><strong>en</strong>, with a particular<br />
emphasis on poor dalit w<strong>om</strong><strong>en</strong> would go a long way in fulfilling this need. It should<br />
provide relevant information relating to governm<strong>en</strong>t loan schemes, employm<strong>en</strong>t schemes,<br />
their legal rights, legal aid, farm technology, health care, and so on. This information could<br />
be giv<strong>en</strong> through writt<strong>en</strong> material as well as electronic media.<br />
