The state administration has arrested<br />
12 villagers who were providing<br />
leadership to the struggle in the<br />
case of killing of two persons on<br />
30 November, 2004. They expected<br />
to suppre<strong>ss</strong> the struggle by these<br />
arrests, but villagers got more<br />
united and continued their peaceful<br />
struggle. The villagers elected one<br />
of their leaders as Sarpanch while<br />
he was in jail, with a record number<br />
of votes. Villagers waited for fellow<br />
villagers to c<strong>om</strong>e out of jail while<br />
continuing their peaceful resistance.<br />
Victory finally came on May 1,<br />
2005, a historic day in the history of<br />
peoples’ struggle in Chhattisgarh to<br />
protect their livelihood, land, water<br />
and <strong>en</strong>vironm<strong>en</strong>t. A gram sabha was<br />
organised in village Chaur<strong>en</strong>ga on<br />
the request of the factory owner. He<br />
offered to withdraw the factory fr<strong>om</strong><br />
the village. The villagers accepted.<br />

<strong>De</strong>v<strong>elo</strong>pm<strong>en</strong>t Corporation (NMDC)<br />
Iron and Steel Plant at Nagarnar<br />
village is 16 kms away fr<strong>om</strong> Jagdalpur<br />
town towards the east. NMDC is<br />
a premier Governm<strong>en</strong>t of <strong>India</strong><br />
<strong>en</strong>terprise established in the year<br />
1958 with a mi<strong>ss</strong>ion to explore and<br />

dev<strong>elo</strong>p all mineral resources other<br />
than those of fuel, oil and at<strong>om</strong>ic<br />
minerals. NMDC is now operating<br />
two iron ore mines in Bailadila<br />
(Chhattishgarh), two in the Bellary-<br />
Hospet range (Karnataka), a diamond<br />
mine in Panna (MP), a limestone mine<br />
in Chawandia, Jodhpur (Rajasthan), a<br />
magnetite mine in Udhampur (J&K)<br />
and a silica sand mine at Lalapur,<br />
Allahabad. With the int<strong>en</strong>sive<br />
research and dev<strong>elo</strong>pm<strong>en</strong>t work on<br />
effective utilisation of waste materials<br />
c<strong>om</strong>ing out of mining and production<br />
of iron ore, NMDC has be<strong>en</strong> able to<br />
move into hi-tech products. It has set<br />
up an ultra pure ferric oxide plant at<br />
Visakhapatnam in Andhra Pradesh.<br />
The other connected products are<br />
pigm<strong>en</strong>t grade ferric oxide, ferric<br />
oxide and ferrite powder. The total<br />
land required for establishing the<br />
steel plant at Nagarnar is 416.96 ha.<br />
fr<strong>om</strong> five villages of which 292.89<br />
ha. b<strong>elo</strong>ngs to private land and the<br />
remaining 123.97 ha. to governm<strong>en</strong>t<br />
rev<strong>en</strong>ue land. The land is mostly op<strong>en</strong><br />
scrub type.<br />
It is prud<strong>en</strong>t to m<strong>en</strong>tion that<br />
id<strong>en</strong>tified land is suffici<strong>en</strong>t up to<br />
final stage. No additional land will<br />
be required for the plant in future<br />
except for a railway siding fr<strong>om</strong><br />
