of – that of cultural id<strong>en</strong>tity. The<br />
proce<strong>ss</strong>ions tak<strong>en</strong> out in the heart of<br />
the capital city of Jharkhand during<br />
the traditional festivals like sarhul<br />
(festival of flowers), karam, jitia and<br />
others, mostly celebrated by local<br />
tribals and the sadans, is a new<br />
ph<strong>en</strong><strong>om</strong><strong>en</strong>on. These proce<strong>ss</strong>ions<br />
are rec<strong>en</strong>t arrivals, which are also<br />
se<strong>en</strong> in Chhattisgarh and Ori<strong>ss</strong>a.<br />
Earlier, the c<strong>om</strong>munities celebrated<br />
their festivals in their respective<br />
villages with their own people.<br />
These proce<strong>ss</strong>ions could be se<strong>en</strong> as<br />
a frantic effort by the indig<strong>en</strong>ous<br />
c<strong>om</strong>munities to save their age old<br />
festivals and culture, which are on<br />
the verge of extinction due to rec<strong>en</strong>t<br />
arrival of other cultures.<br />
At pres<strong>en</strong>t, the traditional culture<br />
of Chotanagpur and also the tribal<br />
regions of western Ori<strong>ss</strong>a are<br />
pa<strong>ss</strong>ing through a very critical phase.<br />
Without caring for the local id<strong>en</strong>tity,<br />
new investors are forcing it to <strong>en</strong>ter<br />
the d<strong>om</strong>ain of the exploitative<br />
‘mainstream’. It is feared that the<br />
local culture will not be able to<br />
survive long. It is facing a serious<br />
crisis – the crisis of id<strong>en</strong>tity and<br />
exist<strong>en</strong>ce. If proper care is not tak<strong>en</strong><br />
pr<strong>om</strong>ptly, it will face extinction. The<br />
Impact of Aggre<strong>ss</strong>ive Growth<br />
main factors leading to this pathetic<br />
situation are (a) abrupt uncong<strong>en</strong>ial<br />
dev<strong>elo</strong>pm<strong>en</strong>t plans, (b) land<br />
ali<strong>en</strong>ation and brutal exploitation,<br />
(c) hatred towards indig<strong>en</strong>ous<br />
culture and (d) finance capital and<br />
capitalism.<br />
H<strong>om</strong>ele<strong>ss</strong>ne<strong>ss</strong><br />
This is the worst effect of any<br />
displacem<strong>en</strong>t. Uprooted fr<strong>om</strong><br />
ancestral villages and h<strong>om</strong>es due<br />
to displacem<strong>en</strong>t, the families do<br />
not know where to go and oft<strong>en</strong><br />
live in small temporary houses with<br />
insuffici<strong>en</strong>t space and lack of basic<br />
am<strong>en</strong>ities. Due to c<strong>om</strong>plete social<br />
change post-displacem<strong>en</strong>t, w<strong>om</strong><strong>en</strong><br />
and childr<strong>en</strong> face unc<strong>om</strong>fortable<br />
situations giv<strong>en</strong> the large pres<strong>en</strong>ce<br />
of unfamiliar m<strong>en</strong>. The temporary<br />
houses, which they initially put up<br />
with a thought of up-gradation,<br />
very oft<strong>en</strong> bec<strong>om</strong>e their perman<strong>en</strong>t<br />
h<strong>om</strong>es.<br />
The displaced families were granted<br />
just Rs 20,000 as amount to build<br />
their houses. How big a house would<br />
a displaced person, whose family size<br />
is about five members on an average,<br />
make with this money? S<strong>om</strong>e people<br />
who were better off especially nontribals<br />
could build their houses,<br />
