Omaxe SEZ planned in Alwar district<br />

and may occupy as much as 6,000 ha.<br />

of land, a good 1,000 ha. above the<br />

legally permi<strong>ss</strong>ible limit, as per changes<br />

announced by the Governm<strong>en</strong>t of<br />

<strong>India</strong> in April 2007. Memoranda<br />

of Understanding (MoUs) worth<br />

Rs. 1,62,079 crore were expected to<br />

be signed at the rec<strong>en</strong>tly concluded<br />

Resurg<strong>en</strong>t Rajasthan Partnership<br />

Summit 295. The state governm<strong>en</strong>t<br />

is facilitating land acquisition for<br />

corporations, by am<strong>en</strong>ding or<br />

breaking existing land laws. The mood<br />

is restle<strong>ss</strong> and public anger is growing<br />

over the state’s persist<strong>en</strong>t failure to<br />

obtain econ<strong>om</strong>ic justice for the poor.<br />

In Rajasthan the agriculture<br />

departm<strong>en</strong>t along with land<br />

resources departm<strong>en</strong>t is vigorously<br />

pr<strong>om</strong>oting Jatropha cultivation for<br />

bio-fuel dev<strong>elo</strong>pm<strong>en</strong>t. In fact, a<br />

bio-fuel dev<strong>elo</strong>pm<strong>en</strong>t authority was<br />

constituted in 2005 to oversee this<br />

ambitious v<strong>en</strong>ture. The first task<br />

of the newly formed authority was<br />

to earmark 20,000 ha. of land for<br />

bio-fuel crops and 500 ha. for non<br />

bio-fuel crop cultivation under a<br />

wasteland dev<strong>elo</strong>pm<strong>en</strong>t programme.<br />

The land was proposed to be giv<strong>en</strong><br />

to private <strong>en</strong>trepr<strong>en</strong>eurs under lease<br />

initially for a period of 30 years,<br />

r<strong>en</strong>ewable for a further 20 years<br />

dep<strong>en</strong>ding on the succe<strong>ss</strong> of the<br />

programme. A large number of<br />

social activists and concerned civil<br />

society members view this v<strong>en</strong>ture<br />

as a land grab movem<strong>en</strong>t aiming to<br />

facilitate the appropriation of land<br />

by busine<strong>ss</strong> houses, c<strong>om</strong>pr<strong>om</strong>ising<br />

the interests and needs of the small<br />

and marginal farmers.<br />

While the state governm<strong>en</strong>t has<br />

be<strong>en</strong> blatantly pr<strong>om</strong>oting corporate<br />

interest, the administration is<br />

simultaneously <strong>en</strong>gaged in d<strong>en</strong>ying<br />

the rightful claims of the adivasi<br />

people over forest land on which<br />

they have be<strong>en</strong> surviving for several<br />

years. A series of circulars i<strong>ss</strong>ued by<br />

the Ministry of Environm<strong>en</strong>t and<br />

Forests (MoEF), int<strong>en</strong>ds to facilitate<br />

resolution of disputes related to<br />

forest land betwe<strong>en</strong> adivasis and the<br />

state governm<strong>en</strong>t. While honouring<br />

the MoEF guidelines the Rajasthan<br />

Governm<strong>en</strong>t i<strong>ss</strong>ued a notification in<br />

early January 1990 for regularisation<br />

of forest land under people’s<br />

po<strong>ss</strong>e<strong>ss</strong>ion prior to 1980, to be<br />

acc<strong>om</strong>plished within a period of six<br />
