Kalinga Nagar Industrial C<strong>om</strong>plex<br />

– An Ongoing Struggle<br />

It was in the 1990s with the adv<strong>en</strong>t<br />

of econ<strong>om</strong>ic reforms in <strong>India</strong>, that<br />

the Ori<strong>ss</strong>a state governm<strong>en</strong>t also<br />

proposed to set up an industrial<br />

c<strong>om</strong>plex at Kalinga Nagar. Since th<strong>en</strong>,<br />

it has bec<strong>om</strong>e one of the steel hubs<br />

of the country. With more than 40<br />

MoUs that have be<strong>en</strong> signed by the<br />

state, Kalinga Nagar, which c<strong>om</strong>es<br />

under the Sukinda and Danagadi<br />

blocks of Jajpur district in Ori<strong>ss</strong>a, has<br />

be<strong>en</strong> one of the most rec<strong>om</strong>m<strong>en</strong>ded<br />

sites. It is ideally situated since it falls<br />

on the NH-200, which connects the<br />

iron ore/chr<strong>om</strong>ite belt of Jajpur and<br />

Keonjhar districts, with the Paradeep<br />

port also close to the location. The<br />

industrial c<strong>om</strong>plex also has other<br />

b<strong>en</strong>efits such as proximity to the<br />

Brahmani river (the second largest<br />

river of the state), as well as a lot<br />

of other rivulets and nullahs in the<br />

area. Agriculturally, an acre of land<br />

produces three to four quintals of<br />

rice only. S<strong>om</strong>e pulses are also grown<br />

in this region.<br />

Industrial Infrastructure <strong>De</strong>v<strong>elo</strong>pm<strong>en</strong>t<br />

Corporation of Ori<strong>ss</strong>a (IIDCO) was<br />

<strong>en</strong>trusted with the task of dev<strong>elo</strong>ping<br />

the industrial c<strong>om</strong>plex. It started<br />

acquiring land during 1992-1994.<br />

Till date, IIDCO has acquired around<br />

13,000 acres of land, of which 6,900<br />

acres is private land and the remaining<br />

area is c<strong>om</strong>munity/governm<strong>en</strong>t land,<br />

which is being farmed by people<br />

who don’t have pattas (land papers).<br />

According to the People’s Union<br />

for Civil Liberties (PUCL) report on<br />

Kalinga Nagar, ‘the land survey and<br />

settlem<strong>en</strong>t in the area was done since<br />

1928. After the pa<strong>ss</strong>ing of the Ori<strong>ss</strong>a<br />

Estate Abolition Act in 1951, the<br />

estate of Sukinda King was vested<br />

with the governm<strong>en</strong>t. But the t<strong>en</strong>ancy<br />

rights wer<strong>en</strong>’t conferred upon the<br />

local people who were in po<strong>ss</strong>e<strong>ss</strong>ion<br />

of land. Ev<strong>en</strong> after the pa<strong>ss</strong>ing of the<br />

Ori<strong>ss</strong>a Survey and Settlem<strong>en</strong>t Act of<br />

1958 (rules framed in the year 1962)<br />

no settlem<strong>en</strong>t has be<strong>en</strong> done in the<br />

area. The continual pr<strong>om</strong>ises made by<br />

the governm<strong>en</strong>t on varied aspects of<br />

land reforms and land rights has never<br />

be<strong>en</strong> brought forth into action thereby<br />

jeopardising the whole system’.<br />
