land is being acquired and auctioned<br />

for making big malls and hotels.<br />

The laws are being changed to<br />

facilitate this. This is leading to<br />

marginalisation of the twin ag<strong>en</strong>das<br />

of agriculture and livelihood. The<br />

peasantry, which leads a honourable<br />

life, is thus being forced to take the<br />

course of migrating to metropolis<br />

and is forced to live in slums.<br />

Thus, the Governm<strong>en</strong>t of Rajasthan<br />

is not only shirking its responsibility<br />

of protecting, pr<strong>om</strong>oting and<br />

sustaining agricultural activities<br />

but on the contrary pr<strong>om</strong>oting the<br />

non-agricultural use of agricultural<br />

land and ev<strong>en</strong> changing land<br />

laws to facilitate this. That is why<br />

the governm<strong>en</strong>t is increasingly<br />

withdrawing subsidies giv<strong>en</strong><br />

to fertiliser, diesel, seeds and<br />

agricultural implem<strong>en</strong>ts. The result<br />

is that it is bec<strong>om</strong>ing increasingly<br />

unprofitable, and farmers are<br />

looking to take up other profitable<br />

v<strong>en</strong>tures. Opportunities to earn<br />

quick money are also weaning<br />

them away fr<strong>om</strong> agriculture. The<br />

Governm<strong>en</strong>t of Rajasthan has tak<strong>en</strong><br />

a decision to am<strong>en</strong>d Section 42 B<br />

of the Rajasthan T<strong>en</strong>ancy Act 1955<br />

which prohibits transfer of land<br />

Summary, Conclusion and Rec<strong>om</strong>m<strong>en</strong>dations<br />

b<strong>elo</strong>nging to the scheduled castes<br />

and tribes to the g<strong>en</strong>eral category<br />

persons. In fact this section prohibits<br />

sale, purchase, transfer or po<strong>ss</strong>e<strong>ss</strong>ion<br />

of the SC/ST land by those fr<strong>om</strong><br />

the other categories. Once this<br />

am<strong>en</strong>dm<strong>en</strong>t is done, anybody will be<br />

free to purchase the land b<strong>elo</strong>nging<br />

to SC/STs. This would lead to SC/STs<br />

bec<strong>om</strong>ing landle<strong>ss</strong> and will have<br />

to face the crisis of sourcing a new<br />

means of livelihood.<br />

In Rajasthan cla<strong>ss</strong> character also<br />

pervades the resistance and the<br />

movem<strong>en</strong>ts on the i<strong>ss</strong>ue of land<br />

acquisition. The rich cla<strong>ss</strong> is viewing<br />

the sale of land as an opportunity to<br />

progre<strong>ss</strong> and prosper; the marginal<br />

and landle<strong>ss</strong> farmer c<strong>om</strong>munity is in<br />

despair and angry over the prospect<br />

of losing its source of livelihood. As<br />

a result the dalit-advasis have be<strong>en</strong><br />

opposing the anti-people changes<br />

being brought in land acquisition<br />

Act and land laws.<br />

The curr<strong>en</strong>t tr<strong>en</strong>d of land<br />

acquisition is forcing w<strong>om</strong><strong>en</strong> to<br />

migrate fr<strong>om</strong> their native place<br />

in search of livelihood to urban<br />

areas as d<strong>om</strong>estic workers because<br />

establishm<strong>en</strong>t of SEZ cannot<br />

provide jobs/<strong>en</strong>gagem<strong>en</strong>ts to all the<br />
