G<strong>en</strong>esis of the Movem<strong>en</strong>t<br />
The g<strong>en</strong>esis of the ongoing conflict<br />
betwe<strong>en</strong> the local administration and<br />
the local people, majority b<strong>elo</strong>nging<br />
to tribals, is due to acquisition of<br />
land fr<strong>om</strong> the villages of Nagarnar,<br />
Amaguda, Kasturi, Chokawada and<br />
Maganpura for plant at Nagarnar.<br />
The initial plan was to establish the<br />
plant at Hiranar (in Pantewar district)<br />
in 1996. The area of Hiranar was<br />
pred<strong>om</strong>inantly inhabited by the<br />
Madia tribals Primitive Tribal Group<br />
(PTG). The pres<strong>en</strong>t Industry Minister<br />
of MP Governm<strong>en</strong>t, Mah<strong>en</strong>dra<br />
Karma gave a lease of 300 acres of<br />
governm<strong>en</strong>t land and 700 acres of<br />
private land for the plant. Since the<br />
estimation for levelling cost was very<br />
high, and expecting strong resistance<br />
fr<strong>om</strong> the tribals, the idea of<br />
establishing a plant there was giv<strong>en</strong><br />
up. Again, in 1996, the Congre<strong>ss</strong><br />
Governm<strong>en</strong>t headed by Digvijaya<br />
Singh tried to set up the plant at<br />
Gurram in Dantewada district. In<br />
2000 again the project was dropped<br />
due to high productivity costs. The<br />
land was not level and the levelling<br />
cost was estimated to be very high.<br />
Finally in May 2001 NMDC decided<br />
to establish the plant at Nagarnar<br />
acquiring land fr<strong>om</strong> five villages. The<br />
area of Nagarnar fulfills all the basic<br />
requirem<strong>en</strong>ts to set up a steel plant
