areas. Rajasthan, having a feudal<br />
past, the target groups, the dalit<br />
m<strong>en</strong> and w<strong>om</strong><strong>en</strong> are the worst<br />
sufferers of the <strong>India</strong>n caste system<br />
which not only perpetuates social<br />
hierarchy but also institutionalises<br />
discrimination and social exclusion.<br />
The key i<strong>ss</strong>ues are untouchability,<br />
susceptibility to physical viol<strong>en</strong>ce,<br />
barriers to participate in decisionmaking<br />
proce<strong>ss</strong>es and acce<strong>ss</strong> to<br />
basic services. All these lead to<br />
extreme levels of marginalisation<br />
and dehumanisation of dalits<br />
and w<strong>om</strong><strong>en</strong>. Increasing land<br />
ali<strong>en</strong>ation has further forced<br />
them into p<strong>en</strong>ury.<br />
There is also a sizeable tribal<br />
population living in differ<strong>en</strong>t parts<br />
in the state but not included in the<br />

Tribal Sub-Plan (TSP) Area. In fact,<br />
the scattered tribal population lives<br />
in 30 districts of the state. Total<br />
population of the scattered tribal<br />
was 17.31 lakhs in the 1991 c<strong>en</strong>sus.<br />
The agriculture: man ratio in tribal<br />
areas is low and farmland holding<br />
sizes have be<strong>en</strong> getting increasingly<br />
smaller over a period of time in the<br />
tribal sub-plan area. Total utilisation<br />
of agricultural land is about 26 per<br />
c<strong>en</strong>t of the total geographical area<br />
in TSP against state perc<strong>en</strong>tage of<br />
47. Tribal farmers cultivate on hill<br />
slopes where irrigation is difficult.<br />
As such only 33 per c<strong>en</strong>t land is<br />
irrigated. This has forced tribals to<br />
adopt low farm technologies. The<br />
ma<strong>ss</strong>ive deforestation tak<strong>en</strong> place<br />
in tribal areas has already led to soil<br />
erosion, lowering of the water level<br />
