be required for tourism in the<br />
state. With this objective in mind,<br />
governm<strong>en</strong>t had in 2006 announced<br />
a New Hotel Policy proposing several<br />
conce<strong>ss</strong>ions to the hotel industry.<br />
These conce<strong>ss</strong>ions were to be<br />
ext<strong>en</strong>ded to the Star category<br />
of Hotels only.<br />
Under New Hotel Policy 2006, Jaipur<br />
<strong>De</strong>v<strong>elo</strong>pm<strong>en</strong>t Authority created a<br />
land bank for hotels. Under this<br />
plan 39.61 ha. of land b<strong>elo</strong>nging to<br />
16 villages of tehsils (sub-divisions)<br />
Aamer, Chaksu, Sanganair and<br />
Chaumu had to be acquired.<br />
Rajasthan Tourism Unit Policy<br />
– 2007<br />
In 2006, the State Tourism<br />
<strong>De</strong>partm<strong>en</strong>t announced a New<br />
Hotel Policy for Rajasthan. This policy<br />
has be<strong>en</strong> replaced by Rajasthan<br />
Tourism Unit Policy-2007. Under<br />
this, Tourism Unit as defined in rule<br />
1AA of Rajasthan <strong>Land</strong> Rev<strong>en</strong>ue<br />
(Industrial Area Allotm<strong>en</strong>t) Rules,<br />
1959, and Rule 2 of Rajasthan <strong>Land</strong><br />
Rev<strong>en</strong>ue (Conversion of Agricultural<br />
<strong>Land</strong> for Non-Agricultural Purpose<br />
in Rural Areas), Rule, 2007, includes<br />
all types of hotels, heritage hotels,<br />
Proce<strong>ss</strong> of <strong>Land</strong> <strong>Ali</strong><strong>en</strong>ation<br />
holiday resorts etc. In view of the<br />
new definition of Tourism Unit, it<br />
has bec<strong>om</strong>e e<strong>ss</strong><strong>en</strong>tial for tourism<br />
dev<strong>elo</strong>pm<strong>en</strong>t not only to include<br />
cla<strong>ss</strong>ified hotels in the Hotel Policy<br />
but also to include all other category<br />
of hotels, heritage hotels and other<br />
tourism units.<br />
The Policy 2007 says that the State<br />
Governm<strong>en</strong>t would make land<br />
available for establishm<strong>en</strong>t and<br />
dev<strong>elo</strong>pm<strong>en</strong>t of all types of Tourism<br />
Units, including all types of Hotels.<br />
Conversion of Agricultural<br />
<strong>Land</strong> in Urban Areas<br />
State governm<strong>en</strong>t has launched<br />
a new Township Policy vide<br />
Notification No. F 19 (1) UD/3/2002<br />
dt. 29. 03. 2007. As per Para A<br />
(13), a provision has be<strong>en</strong> made<br />
for conversion of agricultural<br />
land into non-agricultural land<br />
for differ<strong>en</strong>t purposes. Under this<br />
policy c<strong>om</strong>mercial conversion rate<br />
of agricultural land in Jaipur city has<br />
be<strong>en</strong> kept at Rs. 400 per sq.m. while<br />
rates are differ<strong>en</strong>t for other cities.<br />
There is no separate rate for Hotel<br />
and other Tourism Units.<br />
The policy docum<strong>en</strong>t says that the<br />
governm<strong>en</strong>t int<strong>en</strong>ds to provide<br />
