A recent study by Watkiss et al. (2011) shows that currently 140,000 people <strong>in</strong> <strong>Dar</strong> <strong>es</strong><br />
<strong>Salaam</strong> are below the elevation map’s 10 m contour l<strong>in</strong>e, and over 30,000 are considered<br />
at risk. Measur<strong>es</strong> to gauge and convey risk to the public <strong>in</strong> advance of flood events are<br />
thus of critical importance <strong>in</strong> help<strong>in</strong>g people to prepare for them. The <strong>Tanzania</strong><br />
Meteorological Agency undertak<strong>es</strong> th<strong>es</strong>e tasks, provid<strong>in</strong>g both near term (24 hour) and<br />
seasonal forecasts and warn<strong>in</strong>gs (see Box 1).<br />
Box 1: Flood Early Warn<strong>in</strong>g Systems <strong>in</strong> <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong><br />
The <strong>Tanzania</strong> Meteorological Agency (TMA) issu<strong>es</strong> flood warn<strong>in</strong>gs for <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong>. It<br />
provid<strong>es</strong> warn<strong>in</strong>gs and advisori<strong>es</strong> on extreme ra<strong>in</strong>fall and flood<strong>in</strong>g based on daily weather<br />
monitor<strong>in</strong>g. Cloud evolution is monitored through observations and by us<strong>in</strong>g satellite<br />
pictur<strong>es</strong>. The evolution and pathway of tropical cyclon<strong>es</strong> along the W<strong>es</strong>tern Indian Ocean<br />
are also monitored on a real time basis<br />
Warn<strong>in</strong>gs and advisori<strong>es</strong> are dissem<strong>in</strong>ated to the public as needed, through various<br />
stakeholders such as the mass media and the disaster management department at the<br />
Prime M<strong>in</strong>ister’s Office. Flood warn<strong>in</strong>gs and advisori<strong>es</strong> are given up to a day <strong>in</strong> advance<br />
(24 hour forecast) or at seasonal tim<strong>es</strong>cal<strong>es</strong> (up to two months <strong>in</strong> advance).<br />

It should be str<strong>es</strong>sed, however, that flood<strong>in</strong>g <strong>in</strong> <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong>’s unplanned settlements is<br />
also largely a function of <strong>in</strong>adequately ma<strong>in</strong>ta<strong>in</strong>ed storm dra<strong>in</strong>s and poor waste disposal<br />
practic<strong>es</strong>, and not just extreme ra<strong>in</strong>fall. In fact, <strong>in</strong> the study team observed that some<br />
settlements <strong>in</strong> Msimbazi Valley tended to flood even <strong>in</strong> the absence of ra<strong>in</strong>fall <strong>in</strong> the city<br />
