Improvements were undertaken by city authoriti<strong>es</strong> <strong>in</strong> the city centre. However, a new wave<br />

of <strong>in</strong>v<strong>es</strong>tment has led to construction of new structur<strong>es</strong> <strong>in</strong> former empty spac<strong>es</strong>, <strong>in</strong>clud<strong>in</strong>g the<br />

construction of multiple-use build<strong>in</strong>gs that have <strong>in</strong>creased demands for water supply and<br />

enlarged high capacity sewage pip<strong>es</strong>. The tonnage of solid and liquid waste generated has<br />

<strong>in</strong>creased, demand<strong>in</strong>g efficient solid and liquid waste management and monitor<strong>in</strong>g servic<strong>es</strong>.<br />

On occasion, wide and deep stormwater dra<strong>in</strong>s are appropriated by private homeowners,<br />

fenced <strong>in</strong> as part of their property, and sealed up, which caus<strong>es</strong> waste back-up problems<br />

among poorer neighbors.<br />

Laws need to be better enforced and dra<strong>in</strong>age l<strong>in</strong>e capacity needs re-ass<strong>es</strong>sed. It is important<br />

that when this occurs, planners consider the fact that capacity needs are likely to change over<br />

the dra<strong>in</strong>age system lifetime; the system needs to plan for chang<strong>in</strong>g ra<strong>in</strong>fall regim<strong>es</strong> over the<br />

plann<strong>in</strong>g horizon e.g., up to 2050.<br />

Property formalization <strong>in</strong> <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong><br />

The government is implement<strong>in</strong>g a project to identify all properti<strong>es</strong> <strong>in</strong> <strong>in</strong>formal settlements <strong>in</strong><br />

<strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong> and at the same time issu<strong>in</strong>g land/property licens<strong>es</strong> or Right of Occupancy to<br />

curb further densification of those areas and to improve security of tenure, which could be<br />

used as collateral for economic empowerment (URT 2004 <strong>in</strong>: Ky<strong>es</strong>si and Ky<strong>es</strong>si, 2007). This<br />

formalization proc<strong>es</strong>s will be a foundation for the regularization of the slums that will<br />

ultimately allow provision of <strong>in</strong>frastructure <strong>in</strong>clud<strong>in</strong>g dra<strong>in</strong>age channels for stormwater,<br />

piped water supply, refuse collection servic<strong>es</strong> us<strong>in</strong>g municipal and private vehicl<strong>es</strong>, sanitation<br />

(pit and septic tank empty<strong>in</strong>g servic<strong>es</strong>), secure tenure (loans), improv<strong>in</strong>g hous<strong>in</strong>g conditions<br />

and reduc<strong>in</strong>g overcrowd<strong>in</strong>g <strong>in</strong> unplanned settlements.<br />

5.3.2 Adaptation-friendly Polici<strong>es</strong> and Activiti<strong>es</strong><br />

National Adaptation Programme of Action (NAPA)<br />

<strong>Tanzania</strong> is party to the UNFCCC and the Kyoto Protocol and has prepared a National<br />

Adaptation Programme of Action (NAPA, 2007). The capacity for <strong>in</strong>v<strong>es</strong>t<strong>in</strong>g <strong>in</strong> adaptation<br />

activiti<strong>es</strong> (protect<strong>in</strong>g vulnerable populations, <strong>in</strong>frastructure, and economi<strong>es</strong>) is still low due to<br />

f<strong>in</strong>ancial constra<strong>in</strong>ts (NAPA, 2007). However, the NAPA will help <strong>in</strong> the <strong>in</strong>tegration of<br />

adaptation issu<strong>es</strong> <strong>in</strong> the development proc<strong>es</strong>s, guid<strong>in</strong>g development to addr<strong>es</strong>s urgent and<br />

immediate needs for adapt<strong>in</strong>g to adverse impacts of climate change. Among other objectiv<strong>es</strong>,<br />

the NAPA aims at improv<strong>in</strong>g public awaren<strong>es</strong>s on the impacts of climate change and on<br />

potential adaptation measur<strong>es</strong> that can be adopted. In <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong>, activiti<strong>es</strong> have <strong>in</strong>cluded<br />

plant<strong>in</strong>g tre<strong>es</strong> along the beach, roadsid<strong>es</strong>, near hous<strong>es</strong> and <strong>in</strong> open spac<strong>es</strong>.<br />

Management of coastal areas<br />

<strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong> is a coastal city and climate change is expected to exacerbate vulnerability of<br />

poor coastal communiti<strong>es</strong> through sea level rise, possibly more <strong>in</strong>tense coastal storms, and<br />

<strong>in</strong>creased ra<strong>in</strong>fall variability. Coastal management projects <strong>in</strong>volve beach conservation,<br />

<strong>in</strong>clud<strong>in</strong>g conservation of mangrov<strong>es</strong> and coral reefs, as well as Mar<strong>in</strong>e Park protection.<br />

<strong>Poverty</strong> alleviation components, such as facilitation of seaweed farm<strong>in</strong>g, are also often<br />

<strong>in</strong>cluded. Some of the city’s coastal management projects are noted below.<br />
