5.3.3 Mitigation-Friendly Polici<strong>es</strong> and Activiti<strong>es</strong><br />

Party to the Kyoto Protocol<br />

<strong>Tanzania</strong> has ratified the UN Framework Convention on <strong>Climate</strong> <strong>Change</strong> (UNFCCC) and<br />

subsequently acceded to the Kyoto Protocol <strong>in</strong> April 1996. S<strong>in</strong>ce then it has been mak<strong>in</strong>g<br />

efforts to contribute to the broad-level r<strong>es</strong>ponse to climate change, i.e., to reduce greenhouse<br />

gas (GHG) emissions as well as towards adapt<strong>in</strong>g to the impacts of climate change.<br />

Gas flar<strong>in</strong>g at Mtoni dumpsite<br />

<strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong> has experience with emissions trade through this CDM project; the City<br />

Council closed the Mtoni solid waste dumpsite and, <strong>in</strong> collaboration with a private company,<br />

created mechanisms for tapp<strong>in</strong>g and flar<strong>in</strong>g the gas<strong>es</strong> produced at the dump. Together they<br />

<strong>in</strong>v<strong>es</strong>ted over TSh 2 billion and <strong>in</strong> 2008 the partnership was able to sell the 13,895 tons of<br />

carbon that had been flared (the cost of carbon was reported as €10-15 per ton).<br />

Follow-up to this CDM project has been proposed. An Environmental Officer will cont<strong>in</strong>ue<br />

to work with health officers to control pollution, and communiti<strong>es</strong> will cont<strong>in</strong>ue to be<br />

<strong>in</strong>volved <strong>in</strong> waste collection. Industri<strong>es</strong> and compani<strong>es</strong> will be charged for generat<strong>in</strong>g solid<br />

and other typ<strong>es</strong> of waste, and plans are to deposit this revenue for <strong>in</strong>v<strong>es</strong>tment <strong>in</strong> waste control<br />

and recycl<strong>in</strong>g and gas flar<strong>in</strong>g programs. The city will also undertake the follow<strong>in</strong>g activiti<strong>es</strong>,<br />

which will not only contribute to reduced GHG emissions but also help keep the city clean:<br />

• Create waste buy-back and drop-off collection centers for people to sell recyclabl<strong>es</strong> (plastic,<br />

paper, cardboard, glass, metal) as well as package decomposable waste <strong>in</strong> special conta<strong>in</strong>ers<br />

for disposal at the dumpsite <strong>in</strong> order to make and trade compost fertilizer. A number of<br />

activiti<strong>es</strong> <strong>in</strong>volve work<strong>in</strong>g with the Municipal agenci<strong>es</strong>, e.g., identify<strong>in</strong>g contractors for<br />

collection and transportation of recyclabl<strong>es</strong>; educat<strong>in</strong>g city dwellers on how to separate waste;<br />

provid<strong>in</strong>g conta<strong>in</strong>ers for waste separation; and construct<strong>in</strong>g sub-station chambers or provid<strong>in</strong>g<br />

trailers for temporary storage of separated waste before it is transported to treatment sit<strong>es</strong>.<br />

• Register <strong>in</strong>dustri<strong>es</strong> by waste type, to move towards implementation of a ‘polluter pays’<br />

strategy;<br />

• Register all NGOs/CBOs and <strong>in</strong>dividuals that deal with recyclabl<strong>es</strong>, to <strong>in</strong>volve them <strong>in</strong><br />

recyclabl<strong>es</strong> trad<strong>in</strong>g;<br />

• Look for <strong>in</strong>ter<strong>es</strong>ted donors and <strong>in</strong>v<strong>es</strong>tors to support the <strong>in</strong>itiative, as the program requir<strong>es</strong><br />

substantial fund<strong>in</strong>g and City/municipal r<strong>es</strong>ourc<strong>es</strong> are limited. An <strong>in</strong>itial capital of TSh<br />

18,528,140,000 (US$12,352,093) is needed. Funds obta<strong>in</strong>ed will be put <strong>in</strong> a special<br />

environmental account (Mfuko wa Usafi wa Maz<strong>in</strong>gira-MUM, a type of community fund),<br />

which will be monitored by a Board of Truste<strong>es</strong> and supervised by the Regional<br />

Adm<strong>in</strong>istration and Municipaliti<strong>es</strong>. This fund will be used for purchase of transport and<br />

storage faciliti<strong>es</strong>, construction of waste recycl<strong>in</strong>g-<strong>in</strong>c<strong>in</strong>eration plants, r<strong>es</strong>earch <strong>in</strong> waste<br />

management and emissions, green<strong>in</strong>g the city (tree plant<strong>in</strong>g), construction of embankments<br />

where needed, and tra<strong>in</strong><strong>in</strong>g of local CBOs <strong>in</strong> environmental management and help<strong>in</strong>g them to<br />

acquire nec<strong>es</strong>sary work tools. Revenue from waste handl<strong>in</strong>g is expected to total over TSh 35<br />

billion per year.<br />

• Place a health officer and a community development officer <strong>in</strong> charge of environmental<br />

sanitation and facilitation of environmental CBOs. The officers will be supported with: radio<br />

communication faciliti<strong>es</strong> for <strong>in</strong> case they need to contact other officers for law enforcement<br />

purpos<strong>es</strong>; Mtaa security guards for control of unsanitary waste handl<strong>in</strong>g; computers for data<br />

bank<strong>in</strong>g; cars (double cab<strong>in</strong> pick-ups) for street patrol on waste and hygiene issu<strong>es</strong>; trailers<br />

(as waste sub-stations) and tractors for pull<strong>in</strong>g trailers that conta<strong>in</strong> waste; a van for<br />

community education, equipped with a public addr<strong>es</strong>s system; and refuse collection trucks<br />

and compactors. Mtaas will be zoned for decentralized management.<br />
