Accord<strong>in</strong>g to Norconsult <strong>Tanzania</strong> Ltd. (2002), it is important to remove misperceptions that<br />

household consumers <strong>in</strong> <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong> have about liquefied petroleum gas applianc<strong>es</strong> be<strong>in</strong>g<br />

unsafe to use. The authors cite the example of Senegal, which actively promoted the use of<br />

liquefied petroleum gas and thus succeeded <strong>in</strong> check<strong>in</strong>g the pace of defor<strong>es</strong>tation.<br />

Important measur<strong>es</strong> to encourage <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong> r<strong>es</strong>idents to switch from charcoal to other<br />

fuels <strong>in</strong>clude subsidiz<strong>in</strong>g applianc<strong>es</strong> that use gas or electricity and reduc<strong>in</strong>g tariffs, better<br />

awaren<strong>es</strong>s-rais<strong>in</strong>g on the benefits of alternative fuel use, and more reliable electricity supply<br />

dur<strong>in</strong>g drought periods.<br />

5 Polici<strong>es</strong>, programs and <strong>in</strong>stitutions to addr<strong>es</strong>s climate change <strong>in</strong> the<br />

context of the urban poor<br />

Reduc<strong>in</strong>g vulnerability to climate change among <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong>’s poorer r<strong>es</strong>idents will<br />

require first addr<strong>es</strong>s<strong>in</strong>g pr<strong>es</strong>s<strong>in</strong>g needs of the pr<strong>es</strong>ent. Many of th<strong>es</strong>e relate to improvements<br />

<strong>in</strong> urban plann<strong>in</strong>g and provision of basic <strong>in</strong>frastructure and servic<strong>es</strong>. In plann<strong>in</strong>g construction<br />

or upgradation of <strong>in</strong>frastructure, city authoriti<strong>es</strong> must consider eng<strong>in</strong>eer<strong>in</strong>g d<strong>es</strong>ign that can<br />

handle chang<strong>in</strong>g climate regim<strong>es</strong>, as much of the water and sanitation <strong>in</strong>frastructure tends to<br />

be long-lifetime and will witn<strong>es</strong>s some extent of climate change. <strong>Climate</strong> change may also<br />

affect demand for servic<strong>es</strong> such as health and water. It is imperative that disaster risk<br />

management approach<strong>es</strong> are <strong>in</strong>tegrated <strong>in</strong>to urban plann<strong>in</strong>g at pr<strong>es</strong>ent and that potential<br />

chang<strong>es</strong> <strong>in</strong> climate be considered for long-term plann<strong>in</strong>g purpos<strong>es</strong>.<br />

The sub-sections below briefly cover major <strong>in</strong>stitutions, polici<strong>es</strong> and projects that have<br />

shaped urban development <strong>in</strong> <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong> to date.<br />

5.1 Identification of stakeholders and key <strong>in</strong>stitutions<br />

<strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong> City is managed by the <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong> City Council and the Municipal<br />

Councils of Temeke, K<strong>in</strong>ondoni and Ilala (see Box 3 for their r<strong>es</strong>pective rol<strong>es</strong>). The three<br />

municipal authoriti<strong>es</strong> are under the M<strong>in</strong>istry of Regional Adm<strong>in</strong>istration and Local<br />

Government. Each has <strong>in</strong>dividual sets of technical and adm<strong>in</strong>istrative departments.<br />

A key need for adaptation and reduction of vulnerability <strong>in</strong> <strong>Tanzania</strong> and Africa <strong>in</strong> general is<br />

<strong>in</strong>tegrated development plann<strong>in</strong>g, which will need to be implemented by various government<br />

sectors through partnership with non-government organizations, the private sector and<br />

stakeholder communiti<strong>es</strong> (IIED, 2006). A tripartite system has been <strong>es</strong>tablished <strong>in</strong> <strong>Tanzania</strong><br />

whereby NGOs and the private sector are sub-contracted for implementation of government<br />

projects that also require community engagement.<br />
