5.4 Spend<strong>in</strong>g on pro-poor servic<strong>es</strong> and <strong>in</strong>frastructure<br />

<strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong>’s municipal agenci<strong>es</strong> provide <strong>in</strong>frastructure and socio-economic servic<strong>es</strong> such<br />

as health, water, education, solid waste management, cooperative and community<br />

development, roads, development of natural r<strong>es</strong>ourc<strong>es</strong>, trade and agriculture and liv<strong>es</strong>tock<br />

sectors, and <strong>in</strong>formation and communication technology development. D<strong>es</strong>pite efforts to<br />

improve social servic<strong>es</strong> for city dwellers, <strong>in</strong>creased migration and unemployment have made<br />

servic<strong>es</strong> poor and unaffordable. Rapid urbanization <strong>in</strong> <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong> is r<strong>es</strong>ult<strong>in</strong>g <strong>in</strong> grow<strong>in</strong>g<br />

numbers of the population liv<strong>in</strong>g <strong>in</strong> un-planned, densely settled squatter areas with little or no<br />

acc<strong>es</strong>s to social servic<strong>es</strong> (URT, 2004).<br />

D<strong>es</strong>pite purported improvements <strong>in</strong> fiscal position and revenue collection systems, improved<br />

record-keep<strong>in</strong>g and enhanced accountability, the <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong> City Council (<strong>in</strong>clud<strong>in</strong>g its<br />

Municipaliti<strong>es</strong>) still fac<strong>es</strong> considerable challeng<strong>es</strong> <strong>in</strong> spend<strong>in</strong>g on pro-poor servic<strong>es</strong> and on<br />

improv<strong>in</strong>g <strong>in</strong>frastructure <strong>in</strong> unplanned and underserved areas. Significant <strong>in</strong>crease <strong>in</strong><br />

revenue-generation is needed to ensure both <strong>in</strong>creased service coverage and quality of<br />

servic<strong>es</strong>, particularly tak<strong>in</strong>g <strong>in</strong>to account the additional r<strong>es</strong>ilience needed to reduce the risk<br />

posed by climate change for the city.<br />

Prioriti<strong>es</strong> <strong>in</strong> meet<strong>in</strong>g the challeng<strong>es</strong> <strong>in</strong>clude improv<strong>in</strong>g <strong>in</strong>formation systems (databas<strong>es</strong>) and<br />

updat<strong>in</strong>g valuation rolls; optimiz<strong>in</strong>g the potential of property tax and simplify<strong>in</strong>g the<br />

development levy; and develop<strong>in</strong>g vigilant collection strategi<strong>es</strong> and more enhanced law<br />

enforcement capacity (City Council, undated Brief DSM V2: 6)<br />

5.5 F<strong>in</strong>ancial Mechanisms for climate change adaptation and mitigation<br />

Many develop<strong>in</strong>g countri<strong>es</strong>, <strong>in</strong>clud<strong>in</strong>g <strong>Tanzania</strong>, are adversely affected by current climatic<br />

variability as well as expected future impacts of climate change, and lack the f<strong>in</strong>ancial<br />

r<strong>es</strong>ourc<strong>es</strong> to adapt. <strong>Poverty</strong> is also lead<strong>in</strong>g to the degradation of natural r<strong>es</strong>ourc<strong>es</strong>, such as<br />

for<strong>es</strong>ts, <strong>in</strong> many develop<strong>in</strong>g countri<strong>es</strong>; this trend provid<strong>es</strong> the basis for <strong>in</strong>v<strong>es</strong>tment <strong>in</strong> projects<br />

to <strong>in</strong>crease carbon s<strong>in</strong>ks <strong>in</strong> th<strong>es</strong>e areas and thus contribute towards global efforts to mitigate<br />

climate change. Fund<strong>in</strong>g is <strong>in</strong>creas<strong>in</strong>gly be<strong>in</strong>g made available to develop<strong>in</strong>g countri<strong>es</strong> for<br />

both adaptation and mitigation purpos<strong>es</strong> (Table 13 lists funds that <strong>Tanzania</strong> is eligible to<br />

acc<strong>es</strong>s).<br />
