5.3 Programs and projects<br />

5.3.1 Reduc<strong>in</strong>g the vulnerability of <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong>’s poor<br />

The Susta<strong>in</strong>able <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong> Project, and the Strategic <strong>Urban</strong> Development Plan (SUDP)<br />

The 1980s saw poor regulation of development <strong>in</strong> <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong>, which led to a leadership<br />

crisis and dismissal of the City Council <strong>in</strong> the early 1990s. With the goal of eventually<br />

revis<strong>in</strong>g the city’s Master Plan to improve city management, the M<strong>in</strong>istry of Lands and<br />

Human Settlements Development requ<strong>es</strong>ted technical assistance from UN-Habitat, which<br />

advised that a stakeholder-driven approach should be adopted, focus<strong>in</strong>g on cross-sectoral and<br />

<strong>in</strong>ter-agency coord<strong>in</strong>ation. Thus a new approach to development of the city began with the<br />

Susta<strong>in</strong>able <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong> Project, <strong>in</strong> 1992, and, follow<strong>in</strong>g consultations, to the formulation<br />

of the Strategic <strong>Urban</strong> Development Plan (SUDP).<br />

The SUDP, <strong>in</strong>itiated <strong>in</strong> 1992, <strong>in</strong>cluded management of hazardous lands and open spac<strong>es</strong>. The<br />

<strong>in</strong>itiative was funded by ILO-Assist, UNDP-UNV, Ford Foundation, Cowi Consult (which<br />

d<strong>es</strong>igns stormwater dra<strong>in</strong>age structur<strong>es</strong>) and UNCH-Habitat, and <strong>in</strong>volved the K<strong>in</strong>ondoni<br />

Municipal Council, the National Income Generat<strong>in</strong>g Programme and the University College<br />

of Lands and Architectural Studi<strong>es</strong> (UCLAS). R<strong>es</strong>idents were <strong>in</strong>volved <strong>in</strong> land use plann<strong>in</strong>g<br />

and improvement of their areas.<br />

The program covered floodprone areas such as Hanna Nassif, located along the Msimbazi<br />

Valley. Some 20,000 people (or 5,045 households) lived along the edge of Msimbazi Valley,<br />

an area highly prone to flood<strong>in</strong>g due to its location.<br />

The Project was implemented <strong>in</strong> three phas<strong>es</strong> and <strong>in</strong>volved (i) tra<strong>in</strong><strong>in</strong>g r<strong>es</strong>idents (both men<br />

and women) <strong>in</strong> construction and repair of storm water dra<strong>in</strong>age systems, (ii) provision of<br />

faciliti<strong>es</strong> for a credit association, dispensary, and water-vend<strong>in</strong>g kiosk, and (iii) creation of a<br />

community-based organization (CBO) for manag<strong>in</strong>g the credit facility and for improv<strong>in</strong>g<br />

livelihoods, as well as (iv) creation of a CBO for waste collection. Evaluation of the SUDP<br />

Hanna Nassif <strong>in</strong>itiative <strong>in</strong> 2000, by the I.T. Transport of UK and IRA-UDSM, <strong>in</strong>dicated great<br />

succ<strong>es</strong>s <strong>in</strong> the control of floods, and <strong>in</strong> disposal of crude sewage and wastewater.<br />

Reass<strong>es</strong>sment of the area <strong>in</strong> 2010 (Kiwasila, 2010), however, showed r<strong>es</strong>urgence of previous<br />

unsanitary practic<strong>es</strong>, such as: direct disposal of sewage <strong>in</strong>to open dra<strong>in</strong>s that were created<br />

under SUDP through participatory efforts of the community (see Photo 5); connect<strong>in</strong>g septic<br />

tanks and pit latr<strong>in</strong><strong>es</strong> to the dra<strong>in</strong>s; construct<strong>in</strong>g petty trade structur<strong>es</strong> on top of dra<strong>in</strong>age<br />

channels; and dispos<strong>in</strong>g of solid waste, sweep<strong>in</strong>gs and silt <strong>in</strong>to the dra<strong>in</strong>s.<br />

It also appears that improvements to the area led the land’s value to <strong>in</strong>crease and owners sold<br />

their land to <strong>in</strong>v<strong>es</strong>tors (of bars, cas<strong>in</strong>os and lodg<strong>es</strong>) and themselv<strong>es</strong> relocated to cheaper, more<br />

vulnerable valley areas. The fact that private owners of hous<strong>in</strong>g <strong>in</strong> improved unplanned<br />

settlements tend to sell their property upon its improvement pos<strong>es</strong> an impediment to the goal<br />

of develop<strong>in</strong>g a well-planned city, as the sold hous<strong>es</strong> are further constructed upon and<br />

unorganized multi-storey build<strong>in</strong>gs are erected. Such community improvement programs<br />

should attempt to <strong>in</strong>corporate measur<strong>es</strong> to <strong>in</strong>duce the poor to reta<strong>in</strong> their improved hous<strong>in</strong>g<br />

structur<strong>es</strong> and improved plots of land.<br />
