malpractice by both planners and developers. As revealed <strong>in</strong> Msasani Bonde la<br />

Mpunga, rezon<strong>in</strong>g and allocation of commercial plots was not <strong>in</strong>stigated by low<strong>in</strong>come<br />

<strong>in</strong>habitants or small-scale developers, rather, by planners work<strong>in</strong>g at the<br />

beh<strong>es</strong>t of wealthy <strong>in</strong>dividuals with acc<strong>es</strong>s to foreign capital. … In order to m<strong>in</strong>imize<br />

hazards <strong>in</strong> urban areas, both <strong>in</strong> planned and unplanned settlements, disaster risk<br />

reduction measur<strong>es</strong> should be part and parcel of the polici<strong>es</strong>, laws and plann<strong>in</strong>g<br />

procedur<strong>es</strong>. Once <strong>in</strong>stitutionalized, th<strong>es</strong>e measur<strong>es</strong> must be consistently enforced.” (p.<br />

145).<br />

Kiunsi et al. (2009) recommend that guidel<strong>in</strong><strong>es</strong> for disaster risk reduction be ma<strong>in</strong>streamed <strong>in</strong><br />

the preparation of general plann<strong>in</strong>g schem<strong>es</strong>, detailed plann<strong>in</strong>g schem<strong>es</strong>, detailed urban<br />

renewal schem<strong>es</strong>, and schem<strong>es</strong> for regularization.<br />

Support public health programs<br />

Cost-effective mass treatment programs need to be implemented for a number of Neglected<br />

Tropical Diseas<strong>es</strong> (NTDs), such as filariasis, soil helm<strong>in</strong>th<strong>es</strong>, and schistosomiasis, which are<br />

all prevalent <strong>in</strong> <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong>. Accord<strong>in</strong>g to the WHO (2000:11), the cost is $1 per person<br />

for a comb<strong>in</strong>ation drug to elim<strong>in</strong>ate NTDs, taken once per year over a 4-5 year period. This<br />

drug comb<strong>in</strong>ation also kills other <strong>in</strong>t<strong>es</strong>t<strong>in</strong>al and dermatological parasit<strong>es</strong>. A mass drug<br />

adm<strong>in</strong>istration program for elim<strong>in</strong>ation of NTDs should be implemented across national<br />

health faciliti<strong>es</strong> among people go<strong>in</strong>g for treatment for other diseas<strong>es</strong>. The cost is likely to be<br />

affordable for community members. Their engagement depends on a well-mobilized program<br />

and whether they are fully aware of the benefits of the treatment.<br />

More efforts also need to be put <strong>in</strong>to <strong>in</strong>tegrated approach<strong>es</strong> to control malaria, rather than<br />

rely<strong>in</strong>g solely on the distribution of nets treated with <strong>in</strong>secticide. Improvements to dra<strong>in</strong>age<br />

systems and their regular ma<strong>in</strong>tenance will go a long way towards reduc<strong>in</strong>g flood<strong>in</strong>g and<br />

consequent pond<strong>in</strong>g and stagnation of water, thereby reduc<strong>in</strong>g breed<strong>in</strong>g sit<strong>es</strong>.<br />

Support CDM activiti<strong>es</strong><br />

<strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong> should be supported through CDM fund<strong>in</strong>g <strong>in</strong> expand<strong>in</strong>g and scal<strong>in</strong>g up the<br />

City Council’s exist<strong>in</strong>g plans to manage solid waste. Efforts to encourage fuel-switch<strong>in</strong>g at a<br />

household level from charcoal to LPG, for example, could also provide valuable health<br />

benefits to r<strong>es</strong>idents while reduc<strong>in</strong>g GHG emissions.<br />

Support exist<strong>in</strong>g succ<strong>es</strong>sful urban upgrad<strong>in</strong>g programs<br />

Initiativ<strong>es</strong> such as the Community Infrastructure Upgrad<strong>in</strong>g Programme (CIUP), through<br />

which <strong>in</strong>formal settlements are be<strong>in</strong>g upgraded, have great potential <strong>in</strong> that they <strong>in</strong>volve<br />

communiti<strong>es</strong> <strong>in</strong> identify<strong>in</strong>g problems and solutions and cover a wide array of physical and<br />

<strong>in</strong>stitutional measur<strong>es</strong> to improve urban areas. Projects such as AURAN have conducted<br />

detailed studi<strong>es</strong> on flood risk to <strong>in</strong>formal settlements <strong>in</strong> <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong>, and technical as well<br />

as community groups have already been <strong>es</strong>tablished. They need to be supported and used as a<br />

r<strong>es</strong>ource for future such efforts.<br />

Support for communiti<strong>es</strong>, based on survey r<strong>es</strong>ults<br />

In the surveys implemented by the study team from University of <strong>Dar</strong> <strong>es</strong> <strong>Salaam</strong>, r<strong>es</strong>idents<br />

and entrepreneurs were asked to identify priority actions needed <strong>in</strong> their areas. In order of<br />

decreas<strong>in</strong>g importance, they identified the need for (i) education on the impacts of climate<br />
