Working Group 1 (WG1) - <strong>Grid</strong> Configuration and Integration<br />

<strong>The</strong> aim of the NSCOGI is to establish a strategic<br />

and coordinated approach to improve current<br />

and future energy infrastructure development in<br />

the <strong>North</strong> <strong>Seas</strong>.<br />

<strong>The</strong> initiative seeks to evaluate and facilitate<br />

coordinated development of a possible offshore<br />

grid that maximises the efficient and economic<br />

use of the renewable resources and<br />

infrastructure investments in the <strong>North</strong> <strong>Seas</strong>,<br />

focusing on the connection of offshore wind,<br />

onshore grid reinforcements and cross border<br />

capacity.<br />

<strong>The</strong> objectives of the three Working Groups are<br />

summarised below:<br />

a. <strong>North</strong> <strong>Seas</strong> offshore and onshore grid study, based on Government policies and<br />

grid conditions, simulated in market and grid models<br />

b. Identification of needs, costs and benefits<br />

Working Group 2 (WG2) - Market and Regulatory Issues<br />

a. Identification of incompatibilities of national markets and regulatory regimes as<br />

barriers to an offshore grid<br />

b. Proposal on cost-benefit sharing and investment incentives<br />

c. Proposal for a common regulatory approach to anticipatory investments, risk<br />

sharing cost efficient grid development<br />

d. Develop proposal for market mechanisms for both increase RES and combination<br />

of offshore wind + interconnectors, taking national support schemes into<br />

account<br />

Working Group 3 (WG3) - Planning and Authorisation procedures<br />

a. Identify incompatibilities in national regimes on authorisation as barriers to an<br />

offshore grid<br />

b. Develop recommendations to accelerate decision-making procedures both for<br />

on- and offshore grid planning at regional or sub-regional level<br />
