The EPA test studies represent the most in-depth work available.<br />

These data show the combustion efficiencies for full-scale incinerators<br />

on process vents at four chemical plants. The tests measured inlet<br />

and outlet VOC, by compound, at different incineration temperatures.<br />

The reports include complete test results, process rates, and descriptions<br />

<strong>of</strong> the test method. The four plants tested by the EPA are:<br />

1. ARCO Polymers, Deer Park, Texas, polypropylene unit,<br />

2. Denka Chemicals, Houston, Texas, maleic anhydride unit,<br />

3. Rohm and Haas, Deer Park, Texas, acryl ic acid unit, and<br />

4. Union carbide, Taft, Louisiana, acrylic acid unit.<br />

The data <strong>from</strong> ARCO Polymers include test results based on three different<br />

incinerator temperatures and three different waste stream combinations.<br />

The data <strong>from</strong> Rohm and Haas also include results for three temperatures.<br />

The data <strong>from</strong> Union Carbide include test results based on two different<br />

incinerator temperatures. In all tests, bags were used for collecting<br />

integrated samples and a gas chromatagraph with f1 ame ionization<br />

detector (GC/FID) was used for obtaining an organic analysis.<br />

D. 2.1 Environmental Protection Agency (EPA) Polymers Test ~ a t a ~<br />

EPA conducted emission tests at the incinerator at the ARCO<br />

Polymers, Inc., LaPorte polypropylene plant in Deer park, Texas (1 isted<br />

as ARCO Chemical, Co., in LaPorte, Texas, in the 1982 Directory <strong>of</strong><br />

Chemical ~roducers3) to assess emission 1 eve1 s and VOC destruction<br />

efficiency.<br />

The ARCO polypropylene facility has a nameplate capacity <strong>of</strong><br />

181,000 Mg/yr (400 mil 1 ion I bslyr) .3 The facility produces polypropylene<br />

resin by a liquid phase polymerization process. The facility includes<br />

two "plants" (Monument I and Monument 11) comprised <strong>of</strong> a total <strong>of</strong> six<br />

process trains producing a variety <strong>of</strong> polypropylene resins. Both<br />

plants discharge their gaseous, liquid, and solid process wastes to<br />

the same incinerator system where they undergo thermal destruction.<br />

The wastes in the plants occur <strong>from</strong>:<br />

a) processing chemical s and dilution sol vents for the catalyst,
