He previously served as Special Assistant for Joint and Operational Logistics, <strong>Naval</strong><br />

Supply Systems Command, Arlington, VA, from 2002 to 2004. His other tours include Force<br />

Supply Officer for the <strong>Naval</strong> Surface Force, US Pacific Fleet, from 2000 to 2002, Acquisition<br />

Business Management Deputy for Program Support in ASN (RDA) from 1998 to 2000. From<br />

January to July 1999, he served in Sarajevo, Bosnia, as NATO’s Theater Head of Contracts.<br />

Rear Adm. Brown received his commission through the NROTC program from the<br />

University of Notre Dame in 1977. Following Supply Corps <strong>School</strong>, he was assigned as<br />

Supply Officer of USS Andrew Jackson (SSBN 619). From 1980-1982, he was a Navy<br />

Acquisition Contracting Officer at the Navy Regional Contracting Center in Long Beach, CA.<br />

From 1982 to 1984, he served as Supply Officer of Submarine Squadron Four in<br />

Charleston, NC.<br />

From 1984 to 1986, he attended UCLA's Graduate <strong>School</strong> of Management, receiving<br />

his MBA in Finance and Public Management. From 1986 to 1989, he served as Business<br />

Review Officer and New Construction Contracts Officer at the Supervisor of Shipbuilding,<br />

Conversion and Repair in San Diego. Following that tour, he was Assistant Supply Officer of<br />

USS McKee (AS 41).<br />

Rear Admiral Brown served as Deputy Director of the Missiles, Systems and<br />

Avionics Contracts Division at the <strong>Naval</strong> Air Systems Command in Washington, from 1991<br />

to 1993. He received a Master's of Science degree from the Industrial College of the Armed<br />

Forces and also graduated from the Defense Acquisition University's Senior Acquisition<br />

Course in 1994.<br />

From 1994 to 1996, he was assigned to the Joint Staff International Logistics<br />

Division. For his contributions to operational logistics in Haiti and Bosnia, then Commander<br />

Brown was recognized as the Logistics Directorate’s Action Officer of the Year in 1996.<br />

From 1996 to 1998, he was Supply Officer of USS Tarawa (LHA 1), completing two western<br />

Pacific deployments.<br />

Rear Adm. Brown's awards include the Legion of Merit, the Defense and Navy<br />

Meritorious Service Medals, the Joint Service Commendation Medal, and the Navy<br />

Commendation Medal with three gold stars.<br />
