hands-on activities necessary to<br />

perform the job or task; and<br />

N Attitudes, which consist <strong>of</strong> the<br />

opinions and beliefs associated with<br />

performing a job or task.<br />

Identify Desired Performance<br />

Define performance in specific and<br />

measurable terms. The purpose <strong>of</strong><br />

this review is to identify the general<br />

knowledge, skills, and attitudes<br />

required to do the job. Good definitions<br />

<strong>of</strong> performance have the following<br />

qualities:<br />

N They state the accomplishments and/<br />

or behavior <strong>of</strong> the performer;<br />

N They are observable;<br />

N They are measurable;<br />

N They can be agreed upon by<br />

independent observers;<br />

N They give a clear, unambiguous, yesor-no<br />

answer to “Do they or don’t<br />

they?”; and<br />

N They are under the control <strong>of</strong> the<br />

performer.<br />

For each statement <strong>of</strong> desired<br />

performance, you need to identify a<br />

performance indicator that describes a<br />

quality, quantity, time, or cost. Once<br />

you have decided on the measurable<br />

indicators for the performance in<br />

question help the group set targets for<br />

each indicator.<br />

N Write their ideas on the flipchart.<br />

N Sum up the exercise by saying that<br />

KAS are the criteria that are needed<br />

for desired service performance.<br />

Discussion (15 min.):<br />

The trainer should:<br />

N Ask if any Px have conducted a<br />

TNA and ask them to share their<br />

experience.<br />

N Put up the flip chart prepared with<br />

the steps to conducting a TNA.<br />

Group Work (25 min.):<br />

The trainer should:<br />

N Divide Px into three groups<br />

N Ask each group to review one part <strong>of</strong><br />

<strong>Training</strong> Needs Assessment.<br />

Assign:<br />

Group 1 : Steps 1 & 2<br />

Group 2: Steps 3 & 4<br />

Group 3: Steps 5 & 6<br />

N Ask a speaker from each group to<br />

debrief what they have reviewed. (15<br />

min.)<br />

Group work (30 min.):<br />

N Ask each group to focus on steps<br />

2 and 3 and answer the following<br />

questions:<br />

N What methodology would you use<br />
