Specific Objective #4: Describe Level 3: Behavior Evaluation.<br />

CONTENT: mEThODOlOgy:<br />

Level 3 Behavior Evaluation<br />

Level 3 evaluation answers the question,<br />

“How has the training affected the way<br />

participants perform their jobs?” But<br />

Level 3 evaluations can be both time<br />

consuming and costly.<br />

Purpose <strong>of</strong> Level 3 Evaluation<br />

The purpose <strong>of</strong> level 3, or behavior<br />

evaluation, is to:<br />

N Evaluate what happens to trainees<br />

after they leave training and return to<br />

their jobs;<br />

N See how much transfer <strong>of</strong> knowledge,<br />

skills, and attitudes has occurred;<br />

N Measure the lasting results from<br />

training;<br />

N Identify areas in which trainees show<br />

greatest and least improvement; and<br />

N Compare follow-up and end-<strong>of</strong><br />

program responses.<br />

In summary, level 3 evaluation measures<br />

what change in job behavior occurred<br />

because people attended the training<br />

program.<br />

Guidelines for Level 3 Behavior<br />

Evaluation<br />

N Allow time for behavior change to<br />

take place.<br />

Trainer Presentation (30 min.):<br />

The trainer should:<br />

N Start the session by presenting<br />

the question answered by level 3<br />

evaluation. Distribute Px Handout<br />

5.11: Level 3: Behavior Evaluation.<br />

N Ask Px to suggest purposes <strong>of</strong> level<br />

3 evaluation. Complete information<br />

provided by Px with content in the<br />

participant handout.<br />

N Discuss level 3 evaluation.<br />

N Explain that competency-based<br />

skills checklists are used in level 2<br />

evaluations and they are also very<br />

important in level 3, or behavior,<br />

evaluations. The same checklists that<br />

are used during training can be used<br />

later to evaluate the training.<br />

N Distribute copies <strong>of</strong> the competencybased<br />

skills checklists, Px Handouts<br />

5.12: Competency-Based <strong>Training</strong><br />

Skills Checklist for Combined Oral<br />

Contraceptives, 5.13: Competency-<br />

Based <strong>Training</strong> Skills Checklist for IUD<br />

Insertion, and 5.14: Competency-Based<br />

<strong>Training</strong> Skills Checklist for DMPA<br />

Injectable Contraceptive.<br />

N Divide Px into 3 groups and assign<br />

each group 1 checklist. Ask each<br />

group to review and critique the form.<br />

N Ask 1 Px from each group to present<br />

their findings.<br />
