Promptly Upon upon the filing of a petition for adoption<br />

or guardianship, the court shall enter issue a show cause order<br />

in substantially the form set forth in section (h) (e) of this<br />

Rule unless all parties entitled to service of the show cause<br />

order under section (b) of this Rule have consented to the<br />

adoption or guardianship when required by Code, Family Law<br />

Article:<br />

(1) §5-316 in a Public Agency Guardianship;<br />

(2) §5-334 in a Public Agency Adoption without Prior TPR;<br />

(3) §5-3A-15 in a Private Agency Guardianship; or<br />

(4) §5-3B-15 in an Independent Adoption.<br />

If the petition seeks adoption of a minor, the show cause order<br />

shall not divulge the name of the petitioner. If the petition<br />

seeks appointment of a guardian, the show cause order shall state<br />

the name of the child placement agency seeking guardianship.<br />

(2) (b) Determination of Disability of a Appointment of<br />

Attorney for Disabled Party<br />

If the petition alleges facts that indicate that a party<br />

has a disability, the court shall (A) appoint an attorney for the<br />

party if the party is not represented, (B) set a prompt hearing<br />

to determine whether the party has a disability that makes the<br />

party incapable of consenting or participating in the proceeding,<br />

and (C) cause subpoenas to be issued and served upon the<br />

petitioner and the party requiring their attendance at the<br />

hearing.<br />

(1) If the parties agree that a party who is not represented<br />
