focused on re-socialization and encouragement to resume independent living and<br />

functioning in the community.<br />

Three-Quarter Way House <strong>Services</strong><br />

Less structured than a halfway house but provides a support system for the recovering<br />

alcoholic and/or substance abuser. Clients are able to function independently in a work<br />

situation. The three-quarter-way house functions as a source of peer support and supportive<br />

counseling. This level of service is designed to promote the maintenance of the client‟s<br />

level of functioning and prepare him/her for independent living.<br />

Therapeutic <strong>Community</strong> (TC)<br />

Highly structured environment designed to treat substance abusers that have demonstrated a<br />

pattern of recidivism or a need for long-term residential treatment. It is a unique program in<br />

that it relies on the social environment to foster change in the client while promoting selfreliance<br />

and positive self-image. In general, this program requires a minimum of 12 months<br />

duration.<br />

Recovery Homes<br />

Recovery homes are self-run and self-supported houses for recovering substance abusers.<br />

OAD supports this continuum of care by contracting with Oxford House, Inc., to establish<br />

and manage houses within designated areas of the State. In addition, OAD offers a<br />

revolving loan program to support the houses with start-up expenses.<br />

Gambling <strong>Services</strong><br />

The Office for Addictive Disorders provides services to problem and compulsive gamblers.<br />

These services include the Compulsive Gambling Help Line, outpatient and inpatient<br />

treatment services, and compulsive gambling prevention services. The office also provides<br />

for research, training and program evaluation for the gambling addiction treatment and<br />

prevention community.<br />

Louisiana has been a recipient of one of the Co-occurring State Infrastructure <strong>Grant</strong>s (COSIG)<br />

offered through SAMHSA. In addition, Louisiana has participated as one of ten states to participate<br />

in the first National Policy Academy on Co-Occurring <strong>Mental</strong> and Substance Abuse Disorders. The<br />

result of these initiatives has been a strategic plan to guide the development of co-occurring<br />

informed services throughout all service delivery inclusive of both adult and children services.<br />

Included in the action plan is the expectation that Louisiana citizens will be provided with an cooccurring<br />

system of healthcare that encompasses all people, who will easily access the full range of<br />

services, in order to promote and support their sustained resilience and recovery.<br />

Initial, critical first steps in moving toward a co-occurring system of care included the development<br />

of a productive partnership between the Office of <strong>Mental</strong> <strong>Health</strong> and the Office of Addictive<br />

Disorders. The Louisiana version of the statewide co-occurring initiative is the Louisiana<br />

Integrated Treatment Model (LITS). The Louisiana Integrated Treatment Model (LITS) is<br />

organized around nine Core Principles (see below) originally delineated by Minkoff and Cline.<br />

According to this model, clinics are expected to adjust the delivery of their services across seven<br />

dimensions including: Program Structure, Program Milieu, Screening & Assessment, Treatment,<br />

Continuity of Care, Staffing, and Training.<br />

The following nine guiding principles have been adopted to direct provision of services:<br />

1. Dual diagnosis is an expectation, not an exception.<br />
