Goal: Children and youth with an emotional or behavioral disorder, and their families, will have access to<br />

state mental health services<br />

Target: Access to mental health services will be provided for a greater number of children and youth with an<br />

emotional or behavioral disorder.<br />

Population: Children and youth diagnosed with an emotional or behavioral disorder<br />

Criterion: 2: <strong>Mental</strong> <strong>Health</strong> System Data Epidemiology; 3: Children's <strong>Services</strong><br />

Indicator: The number of children and youth who have an emotional or behavioral disorder who receive<br />

mental health services from the Office of <strong>Mental</strong> <strong>Health</strong> during the fiscal year. NOMS Indicator #1<br />

Measure: Estimated unduplicated count of children and youth (on the caseload the last day of the fiscal year)<br />

who have an emotional or behavioral disorder and who receive mental health services during the<br />

fiscal year (7/1-6/30) in an OMH community or inpatient setting<br />

Information:<br />

Special Issues: NOTE: In the past, this indicator has been reported as the percentage of prevalence of children/youth<br />

who have an emotional or behavioral disorder who receive mental health services from the Office of<br />

<strong>Mental</strong> <strong>Health</strong> during the fiscal year. These numbers are discussed in Criterion 2 of the Plan. In<br />

order to be consistent with NOMS Indicators, the measure is now reported as a number rather than<br />

as a percentage.<br />

The explanation of the reduction in numbers in FY 2010 is related to a very important change:<br />

OMHIIS now closes cases with no activity for nine months, resulting in what appears to be a<br />

reduction in the outpatient caseload. Previously, there were cases that had essentially no activity that<br />

were being counted within this statistic, artificially inflating the number.<br />

The FY 2010 actual figure is 3,966.<br />

Significance: Setting quantitative goals to be achieved for the numbers of children who are EBD to be served in the<br />

public mental health system is a key requirement of the mental health <strong>Block</strong> <strong>Grant</strong> law<br />

Action Plan: See Special Issues. The <strong>Block</strong> <strong>Grant</strong> indicators are monitored through the Committee on Programs<br />

and <strong>Services</strong> of the Louisiana <strong>Mental</strong> <strong>Health</strong> Planning Council. The Planning Council Committee on<br />

Programs and <strong>Services</strong> is responsible for monitoring and evaluation of the mental health system and<br />

for recommending service system improvements to the Council. Attempts to provide improved<br />

access to services is a priority for Louisiana.<br />
