Goal: Adults served by the Office of <strong>Mental</strong> <strong>Health</strong> will be provided with appropriate recovery/<br />

resiliency-oriented, and evidence-based mental health services.<br />

Target: The number of evidence based practices (EBPs) available in the State will be maintained.<br />

Population: Adults diagnosed with a Serious <strong>Mental</strong> Illness<br />

Criterion: 1: Comprehensive <strong>Community</strong>-Based <strong>Mental</strong> <strong>Health</strong> Service Systems<br />

Indicator: The number of accepted evidence-based practices offered in the State. NOMS Indicator #3.<br />

Measure: The number of accepted EBPs offered to OMH Adult consumers in the State<br />

Information: Annual Survey of Regions and Districts<br />

Special Issues: There are currently seven SAMHSA accepted Adult EBPs, including: 1. Supported Housing,<br />

2. Supported Employment, 3. Assertive <strong>Community</strong> Treatment, 4. Illness Management &<br />

Recovery, 5. Medication Management, 6. Family Psycho-education, 7. Co-occurring<br />

Disorders. Each of these EBPs is offered in some geographic areas in the state, but they are<br />

not available state-wide. Since there are seven accepted EBPs, emphasis is not so much on<br />

increasing the numbers of EBPs offered, but on increasing the Regions/ LGEs in which these<br />

services are provided. Information from the Survey is based on Region and LGE report, and<br />

EBPs are not always evaluated for fidelity. Other promising practices are being developed and<br />

offered in various areas of the state. Actual: FY 2010 = 7.<br />

Significance: Evidence based practices have been shown to be effective and efficient treatment modalities<br />

that lead to positive outcomes.<br />

Action Plan: See Special Issues. The EBPs that have been offered and that were reported on the Surveys<br />

have not all been held to fidelity. Because measurement of EBPs not held to fidelity may not<br />

be meaningful, education on EBPs, proper treatment focus, and accurate measurement<br />

continues to be emphasized. The <strong>Block</strong> <strong>Grant</strong> indicators are monitored through the Committee<br />

on Programs and <strong>Services</strong> of the Louisiana <strong>Mental</strong> <strong>Health</strong> Planning Council. The Planning<br />

Council Committee on Programs and <strong>Services</strong> is responsible for monitoring and evaluation of<br />

the mental health system and for recommending service system improvements to the Council.<br />

Attempts to provide improved services are a priority for Louisiana.<br />
