housing needs. The State also has numerous HUD housing programs, many of which serve families<br />

with children and youth.<br />

In an effort to support families who have children with EBD in the home, the services of CART<br />

(Child and Adolescent Response Team) are available. CART is a child-centered, family-focused,<br />

strengths based model that engages families as partners to resolve a crisis in the family with<br />

community based treatment and access to resources in the community. Once CART's intervention<br />

is complete (lasting no longer than seven days) and stabilization has occurred, the family has an<br />

understanding of what caused the original crisis, and how to prevent any future crises. If further<br />

family stabilization services are needed, the family is referred to an agency for a longer period of<br />

intense in-home services.<br />

In the event that a child or youth requires alternative living arrangements, the State contracts with<br />

numerous group homes for children and adolescents as well as Emergency Shelters. There are also<br />

transitional living programs that will accept emancipated seventeen-year-olds. Various contractual<br />

programs include therapeutic foster care arrangements with the Office of <strong>Community</strong> <strong>Services</strong><br />

(OCS) and the Office of Youth Development (OYD) to serve OBH clients, respite care for hospital<br />

diversion, as well as recreational and psychological respite.<br />

There is much activity around assisting individuals with SMI, and families with children with EBD<br />

to obtain and maintain appropriate housing. Many successful programs to assist individuals with<br />

housing needs are operating in each Region and LGE as can be seen in the table below:<br />
