Child and Adolescent Response Team (CART)<br />

Crisis services for children and youth are provided twenty-four hours a day, seven days a week.<br />

These crisis services are referred to as the CART (Child and Adolescent Response Team) Program<br />

and are available in all Regions/LGEs. There is a nomenclature difference in the Florida Parishes<br />

Human Service Authority, where these services are called Children‟s Crisis <strong>Services</strong> and in<br />

Jefferson Parishes Human Service Authority, where they are called the Children‟s Mobile Crisis<br />

Response Team. These crisis services are available to all children and their families, not just those<br />

eligible for mental health clinics and psychiatric hospitals. <strong>Services</strong> include telephone access at all<br />

times with additional crisis services and referrals, face-to-face screening and assessment, crisis<br />

respite in some areas, and access to inpatient care. The infusion of Social Service <strong>Block</strong> <strong>Grant</strong><br />

funds allowed for the expansion of respite care, crisis transportation, in-home crisis stabilization,<br />

and family preservation at various locations across the state.<br />

CART services consist of CART Crisis System Screenings (100%); CART Clients Receiving Face<br />

to Face Assessments (75%); Clients staffed for Additional <strong>Services</strong> (e.g., in-home, out of home,<br />

intensive respite) (25%); and Hospitalized (10%). In the preceding fiscal year, statewide<br />

implementation indicates that there were 4,122 (100%) crisis system screenings, and 1,751 (42%)<br />

resulted in face-to-face assessments, and only 128 (3%) resulted in the child or youth‟s psychiatric<br />

hospitalization. In addition, 39% (1606) of those served by CART were staffed for additional<br />

services.<br />

After the maximum seven day period of CART crisis stabilization, youth and their families may still<br />

require further in-home intensive services. Intensive in-home services may be provided by Family<br />

Functional Therapy (FFT), Multi-Systemic Therapy and Intensive Case Management. Additional<br />

services are available via referral sources include psychological evaluations, Interagency Service<br />

Coordination, high acuity respite care and consideration of placement in Dialectical Behavior<br />

Therapy treatment groups.<br />

SERVICES & CASE MANAGEMENT<br />

FY 2011 – Child/Youth<br />

Individuals with Serious <strong>Mental</strong> Illnesses often have co-occurring chronic medical problems.<br />

Therefore, it is important to enhance a collaborative network of primary health care providers<br />

within the total system of care. The Office of <strong>Mental</strong> <strong>Health</strong> continues to develop holistic initiatives<br />

that offer comprehensive and blended services for vulnerable children and adults experiencing<br />

psychiatric and physical trauma, including those in acute crisis. In addition, Louisiana‟s extensive<br />

system of public general hospitals provides medical care for many of the state‟s indigent population,<br />

most of whom have historically had no primary care physician. Over the past few years, OMH‟s<br />

acute psychiatric inpatient services have been moved under the Louisiana <strong>Health</strong> Sciences Center-<br />

<strong>Health</strong> Care <strong>Services</strong> Division (LSUHSC-HCSD), and LSU Shreveport public general hospitals. It<br />

is believed that continuity of care is often better served under LSU and that those persons admitted<br />

with acute psychiatric problems might then receive the best physical assessment and treatment as<br />

well as care for their psychiatric problems. Adults who are clients of state operated mental health<br />
