Goal: Adults served by the Office of <strong>Mental</strong> <strong>Health</strong> and who have a serious mental illness will be<br />

able to be employed and maintain their employment.<br />

Target: A greater number of individuals with serious mental illness who are receiving mental health<br />

services from the Office of <strong>Mental</strong> <strong>Health</strong> will be able to secure a job and if working, be able to<br />

retain their employment.<br />

Population: Adults diagnosed with a Serious <strong>Mental</strong> Illness<br />

Criterion: 1: Comprehensive <strong>Community</strong>-Based <strong>Mental</strong> <strong>Health</strong> Service Systems<br />

Indicator: The percentage of adults who have a serious mental illness who receive mental health<br />

services from the Office of <strong>Mental</strong> <strong>Health</strong> who are capable of working and who have a job.<br />

Measure: Numerator: Number of Persons Employed: Competitively Employed Full or Part-time (Includes<br />

Supported Employment). Unduplicated within program (community)<br />

Employment) + Unemployed + Not in Labor Force: Retired, Sheltered Employment, Sheltered<br />

Workshops, Other (homemaker, student, volunteer, disabled, etc.)] Note: This excludes<br />

persons whose employment status was “Not Available”.<br />

Special Issues: This was a new indicator for the state. The initial data collected will be used as a baseline.<br />

Currently, this data is primarily ascertained at admission only; and therefore, the impact of<br />

treatment at an OMH facility is not being captured. Employment programs have been severely<br />

impacted by both the hurricanes, and the high levels of unemployment due to the economic crisis.<br />

FY 2010 Actual: 8,332/ 42,820 X 100 = 19.5%<br />

Significance: Measuring the number of adults with serious mental illness who are able to work and remain in<br />

the workforce, as a result of receiving mental health services, is a significant component of the<br />

Recovery movement.<br />

Action Plan: The reporting of this information at each re-assessment/ update or discharge will need to be<br />

emphasized in order to give meaning to this Indicator. The <strong>Block</strong> <strong>Grant</strong> indicators are<br />

monitored through the Committee on Programs and <strong>Services</strong> of the Louisiana <strong>Mental</strong> <strong>Health</strong><br />

Planning Council. The Planning Council Committee on Programs and <strong>Services</strong> is responsible for<br />

monitoring and evaluation of the mental health system and for recommending service system<br />

improvements to the Council. Increased employment and retained employment are important<br />

issues that warrant a high priority, and supported employment programs are even more critical<br />

and will be promoted.<br />
