System. It has not yet been decided how the coordination of data between Medicaid and OMH will<br />

take place.<br />

iPHARMACY SYSTEMS. OMH now operates the proprietary <strong>Health</strong> Care Systems (HCS) Medics<br />

pharmacy software system in each of the seven regional community pharmacies and each of the state<br />

psychiatric hospitals. This software automates prescription processing and management reporting,<br />

especially statewide monitoring of the utilization and costs of pharmaceuticals. These data have been<br />

critical for providing data to the OMH Pharmacy and Therapeutics Committee and in reviewing and<br />

managing the cost of pharmaceuticals statewide. Data are regularly uploaded to the OMH data<br />

warehouse. HCS interfaces with PIP in the hospitals to capture patient admission data. This past<br />

fiscal year, OMH began to replace the HCS system with the PRISM (NewTech, Inc.) software system<br />

in the regional community settings in order to upgrade system technology and operations to be more<br />

in keeping with the LA Board of Pharmacy requirements. Statewide implementation is underway.<br />

Pharmacy will be included in the requirements of the electronic behavioral health record system, at<br />

which time the PRISM system will be discontinued.<br />

OTHER INFORMATION MANAGEMENT SYSTEMS. In addition to the above listed OMH data<br />

systems, there exist program specific data systems that are supported by OMH. These include the<br />

CRIS data system for the Child and Adolescent Response Team (CART), the ECSS-MIS supporting<br />

the Early Childhood Supports and <strong>Services</strong> (ECSS), and RiteTrack, a proprietary information system<br />

supporting the Louisiana Youth Enhancement <strong>Services</strong> (LA-YES). In each case, these specialized<br />

service programs have unique database needs that have been addressed by either building a suitable<br />

database in-house or in the case of LA-YES, purchasing a compatible commercial data management<br />

system. In each of these cases, efforts have been made to make sure that whatever system is being<br />

used, key clinical information can be uploaded to the OMH data warehouse which is the primary<br />

repository of this information for OMH.<br />

Data Definitions & Methodology<br />

SMI and EBD Definitions: OMH population definitions follow the national definition. However,<br />

Louisiana uses the designation SMI for what is more usually referred to as<br />

SPMI. SMI (SPMI) is a national designation that includes only those<br />

individuals suffering from the most severe forms of mental illness.<br />

Estimation Methodology: OMH uses the CMHS estimation methodology, applying the national<br />

prevalence rates for SMI (2.6%) and EBD (9%) directly to current general<br />

population counts to arrive at the estimated prevalence of targeted persons to<br />

be served. This method has been used since the revised rates were published<br />

in 1996.<br />

Admissions: Number of clients that have been admitted during the time period.<br />

Caseload/ Census: Active clients on a specified date. Caseload assumes that when a case is no<br />

longer active, it is closed.<br />

Discharges: Number of clients that have been discharged during the time period.<br />

Persons Served: The number of clients that had an active case for at least one day during the<br />

time period. Persons served is the combination of the number of active clients<br />

on the first day of the time period along with the number of admissions during<br />

the time period.<br />
