Goal: Adults with severe mental illness served by the Office of <strong>Mental</strong> <strong>Health</strong> will report having an<br />

improved ability to take care of themselves and independently manage their affairs.<br />

Target: Adults with serious mental illness who report that they agree or strongly agree that they are better<br />

able to manage themselves and situations to meet their needs will increase.<br />

Population: Adults diagnosed with a Serious <strong>Mental</strong> Illness<br />

Criterion: 1: Comprehensive <strong>Community</strong>-Based <strong>Mental</strong> <strong>Health</strong> Service Systems<br />

Indicator: The percentage of adults who have a serious mental illness who receive mental health services<br />

from the Office of <strong>Mental</strong> <strong>Health</strong> that report agreeing or strongly agreeing with statements on the<br />

MHSIP consumer survey related to improved level of functioning. (NOMS Indicator #9, in<br />

Development.)<br />

Measure: Estimated number of adults who have serious mental illness, who are receiving services during<br />

the fiscal year (7/1 – 6/30) who report that they agree or strongly agree (score 1 or 2) with<br />

statements on the MHSIP survey addressing functionality (#28 to 32) divided by the total number<br />

of consumers sampled, expressed as a percentage.<br />

Information:<br />

Special Issues: This was a new indicator for the state in 2009, and as a baseline measurement, the target was set<br />

as maintaining the 2009 number.<br />

FY 2010 Actual = 879 / 1,230 X100 = 72% (95% Confidence Interval 69%- 74%)<br />

FY 2009 Actual = 1068/1414X100 =76% (95% Confidence Interval 73% - 78%)<br />

The 95% confidence intervals overlap indicating that the difference in the two years is not<br />

statistically significant.<br />

Significance: Measuring the number of adults with serious mental illness who experience improved functional<br />

ability will be an important indicator of the prognosis for recovery. It is also a NOMS measure.<br />

Action Plan: The NOMS questions, including level of functioning, were first included in the C‟est Bon survey<br />

in July, 2008. This indicator is recognized as being important, and with further data, the plan for<br />

improvement will be developed. The <strong>Block</strong> <strong>Grant</strong> indicators are monitored through the<br />

Committee on Programs and <strong>Services</strong> of the Louisiana <strong>Mental</strong> <strong>Health</strong> Planning Council. The<br />

Planning Council Committee on Programs and <strong>Services</strong> is responsible for monitoring and<br />

evaluation of the mental health system and for recommending service system improvements to<br />

the Council.<br />
