resiliency-oriented mental health services.<br />

Target: The percentage of adults with SMI receiving Illness Self-Management (Illness Management and<br />

Recovery) will be maintained or increase<br />

Population: Adults diagnosed with a Serious <strong>Mental</strong> Illness<br />

Criterion: 1: Comprehensive <strong>Community</strong>-Based <strong>Mental</strong> <strong>Health</strong> Service Systems<br />

Indicator: The percentage of adults with SMI who receive Illness Management and Recovery services.<br />

Information:<br />

Special Issues: Information from surveys is based on Region & LGE report and EBP's are not evaluated for<br />

fidelity. The fidelity of this measure is improving; yet due to fiscal constraints, the target was<br />

not met. Another factor that may influence the result is that MHSD did not collect data for<br />

EBPs. FY 2010 Actual = 595/ 37,885 X 100 = 1.57%.<br />

Significance: Evidence-based practices have been shown to be effective and efficient treatment modalities<br />

that lead to positive outcomes.<br />

Action Plan: The EBPs that have been offered and that were reported on the surveys have not all been held to<br />

fidelity. It is believed that an improved emphasis on fidelity is resulting in better data, and<br />

education on the EBPs, proper treatment focus, and accurate measurement will continue to be a<br />

focus. Data collected from OMHIIS will be qualitatively better than that collected on the<br />

Survey of Regions and Districts/ Hospitals. This data source will be utilized starting in<br />

FY2011, so that EBP data will not rely solely on the Surveys. The <strong>Block</strong> <strong>Grant</strong> indicators are<br />

monitored through the Committee on Programs and <strong>Services</strong> of the Louisiana <strong>Mental</strong> <strong>Health</strong><br />

Planning Council. The Planning Council Committee on Programs and <strong>Services</strong> is responsible for<br />

monitoring and evaluation of the mental health system and for recommending service system<br />

improvements to the Council.<br />
