in the River Indus and formulate and implement an integrated coastal<br />
zone management plan.<br />
• Mitigation for over-exploitation of resources: which should establish<br />
guidelines and promote the use of environmentally responsible fishing<br />
practices (following internationally-established codes and standards),<br />
control fleet size and fishing capacity, create an exclusion zone for deep<br />
sea trawlers in coastal waters, introduce a seasonal ban on catching<br />
shrimp in coastal areas during the months of May, June and July, conduct<br />
resource surveys, species stock assessments in marine (coastal and offshore)<br />
waters, determine and regulate optimal harvesting levels in marine<br />
waters, initiate a programme of awareness raising targeted at fishing<br />
communities and the general population about fish bio-diversity, natural<br />
fisheries environments, sustainable resource exploitation and<br />
conservation, establish a system of regular monitoring of various habitats<br />
along the coastline, including mangroves, marine turtles and other aquatic<br />
biodiversity.<br />
• Reduction in the use of harmful methods: which would ensure the<br />
enforcement of fisheries laws and frame new set of fisheries laws<br />
ensuring sustainable fisheries in the coastal areas by formulating a<br />
committee among the local fishermen to check the boats for illegal fishing<br />
gears, imposing fines on the use of illegal fishing nets and confiscation of<br />
illegal fishing gears, establishing guidelines and promote the use of<br />
environmentally responsible fishing practices (following internationallyestablished<br />
codes and standards) and educating local fisheries<br />
community about the long term damage caused by the illegal fishing<br />
practices.<br />
• Mitigating the lack of skilled human resources: through Reactivating<br />
the training program at Fisheries Training Centers, establishing a fisheries<br />
training centre at Keti Bunder and other areas, strengthening technical<br />
expertise of the staff of the fisheries departments through participation in<br />
regular skill development courses and training programs, starting<br />
university degree programs specific to fisheries sciences, fisheries<br />
management and aquaculture management, developing training modules<br />
for sustainable fisheries practices for building capacities and skills for<br />
sustainable management of ecosystem at all levels, broadening the range<br />
of topics covered in training programs to make them more relevant,<br />
effective and practical, establishing a system of certification of training<br />
courses and programs at national level to ensure that only certified staff<br />
be employed in the fisheries and aquaculture sectors, in particular in<br />
processing factories. In addition to this the following may also be adapted:<br />
ensuring that opportunities for study tours abroad are provided to trainees<br />
as part of training on fisheries and aquaculture, ensuring that fisheries and<br />
aquaculture-related subjects are included in primary and secondary<br />
curricula, preparing training materials and technical documentation for<br />
training at various levels in Urdu and other local languages, ensuring<br />
equal access and opportunities to men, women and minorities in<br />
accessing training, skill enhancement programs and extension activities,<br />
improving lodging and boarding facilities at training centers, improving,<br />
and where non-existent, establish mobile extension units at Tehsil/Taulka<br />
level, raise awareness among fishermen and fish farmers about<br />
conservation and sustainable management principles, broadening the<br />
