(b) Children's Home<br />

Any residence or home maintained for the reception, protection, care and bringing-up<br />
<strong>of</strong> more than six children apart from their parents but does not include any school <strong>of</strong><br />
industries or reform school. According to Mbanjwa (1990 : 7) children who for any<br />
reasons cannot be returned to their parents or cannot be placed with foster parents<br />
are very <strong>of</strong>ten sent to a Children's Home which is a more permanent home than the<br />
Place <strong>of</strong> Safety. The Act provides for the keeping <strong>of</strong> a child at the Children's Home<br />
for up to 2 years.<br />
(c) School <strong>of</strong>Industries<br />
According to Van Niekerk (1990 : 4) school <strong>of</strong> industries are places that aim at<br />
training the youth in the marketable skills <strong>of</strong> industry. Formal education is also<br />
provided though the main emphasis is preparing the youth for eventual entry into the<br />
open labour market. Skills training is <strong>of</strong>fered in trades like brick-laying, carpentry,<br />
electrical engineering, etc.<br />
43 OVERVIEW OF THE SOUTII AFRICAN WELFARE SYSlEM<br />
43.1 Legislation<br />
In addition to the Republic <strong>of</strong> South Africa Constitution Act, 1983, which enables<br />
welfare to be organized on a race group basis, three Acts <strong>of</strong> Parliament provide the<br />
framework for the Republic's social welfare system ( McKendrick 1987 : 24-28 ):<br />

The Social and Associated Workers Act 1978, as amended, which<br />
provides for control over the pr<strong>of</strong>ession <strong>of</strong> social work and associated<br />
pr<strong>of</strong>essions (such as child care workers, for example).<br />
The National Welfare Act 1978, which provides amongst other things for<br />
the registration <strong>of</strong>welfare organizations, the co-ordination and planning
