throughout the school period. It entails teaching children to talk, listen<br />
and express themselves. It teaches tolerance, responsibility, respecting<br />
the views <strong>of</strong> others, awareness <strong>of</strong> inter-relationships, decision making,<br />
career options, etc.;<br />
that children should be encouraged to express themselves freely, and to<br />
discuss their fears, uncertainties and needs.<br />
Further research<br />
In order for the management <strong>of</strong> child abuse to be truly effective, prevention must be<br />
undertaken on all levels, that is, on the individual level, familial level, social and<br />
cultural levels with a wide range <strong>of</strong> preventive programmes which are aimed at the<br />
primary, secondary and tertiary levels <strong>of</strong> prevention.<br />
(2) Recommendation<br />
The recommendation is :<br />

that ongoing research be conducted in the area <strong>of</strong> child abuse. Such<br />
research should operate within a multi-disciplinary paradigm to facilitate<br />
a holistic approach to prevention and intervention. One <strong>of</strong> the problems<br />
facing research is that <strong>of</strong> funding. Another problem is that <strong>of</strong> authority<br />
to implement programmes <strong>of</strong> action, based on the research. A solution<br />
to both these problems is to have all research on child abuse fall under<br />
the jurisdiction <strong>of</strong> the Minister <strong>of</strong> the Department <strong>of</strong> National Health<br />
and Population Development. Consequently, the said Minister would be<br />
able to embark on a holistic approach to issues <strong>of</strong> child abuse.
