Finally, Figure 3-5 reports the year-by-year percentage changes for real U.S. annual<br />
average retail gasoline prices (excluding taxes) and real wellhead crude oil prices for each year<br />
from 1979 through 2004. For that time period, the real U.S. average annual retail gasoline price<br />
fell below the prior year’s price just as often as it rose, although price drops tended to represent<br />
smaller percentages than price increases. In addition, in all years except 2002, gasoline and<br />
crude oil prices changed in the same direction, although not by exactly the same percentages.<br />
