Collocation Space is located. In Florida, <strong>Southern</strong> <strong>Light</strong> must have approval by the Commission<br />

before it submits a request for copper entrance facilities. Notwithstanding the foregoing, in the<br />

case of adjacent collocation, copper facilities may be used between the adjacent collocation<br />

arrangement and the central office demarcation point, unless AT&T determines that limited space<br />

is available for the placement of these entrance facilities.<br />

5.7 Dual Entrance Facilities at a Central Office. AT&T will provide at least two (2) interconnection<br />

points at each Central Office where at least two (2) such interconnection points are available and<br />

capacity exists. Upon receipt of a request by <strong>Southern</strong> <strong>Light</strong> for dual entrance facilities to its<br />

physical Collocation Space, AT&T shall provide <strong>Southern</strong> <strong>Light</strong> with information regarding AT&T’s<br />

capacity to accommodate the requested dual entrance facilities. If conduit in the serving<br />

manhole(s) is available and is not reserved for another purpose or for utilization within twelve (12)<br />

months of the receipt of an application for collocation, AT&T will make the requested conduit space<br />

available for the installation of a second entrance facility to <strong>Southern</strong> <strong>Light</strong>’s Collocation Space.<br />

The location of the serving manhole(s) will be determined at the sole discretion of AT&T. Where<br />

dual entrance facilities are not available due to a lack of capacity, AT&T will provide this<br />

information to <strong>Southern</strong> <strong>Light</strong> in the Application Response.<br />

5.8 Shared Use<br />

5.8.1 <strong>Southern</strong> <strong>Light</strong> may utilize spare capacity on an existing telecommunications carrier’s entrance<br />

facility for the purpose of obtaining an entrance facility to <strong>Southern</strong> <strong>Light</strong>’s Collocation Space within<br />

the same AT&T Premises.<br />

5.8.2 AT&T shall allow the splice, as long as the fiber is non-working dark fiber. <strong>Southern</strong> <strong>Light</strong> must<br />

arrange with AT&T in accordance with AT&T’s Special Construction Procedures, RL93-11-030BT,<br />

and provide a LOA from the other telecommunications carrier authorizing AT&T to perform the<br />

splice of the <strong>Southern</strong> <strong>Light</strong>-provided riser cable to the spare capacity on the other<br />

telecommunications carrier’s entrance facility. If <strong>Southern</strong> <strong>Light</strong> desires to allow another<br />

telecommunications carrier to use its entrance facilities, the telecommunications carrier must<br />

arrange with AT&T in accordance with AT&T’s Special Construction Procedures, RL93-11-030BT,<br />

and provide a LOA from <strong>Southern</strong> <strong>Light</strong> authorizing AT&T to perform the splice of the<br />

telecommunications carrier’s provided riser cable to the spare capacity on <strong>Southern</strong> <strong>Light</strong>’s<br />

entrance facility.<br />

5.9 Demarcation Point<br />

5.9.1 In Tennessee, if <strong>Southern</strong> <strong>Light</strong> elects the Tennessee Regulatory Authority (TRA) rates as set forth<br />

in Exhibit C, the additional language also set forth in Exhibit C for Demarcation Point, will be<br />

effective in conjunction with the remaining terms and conditions of this Attachment.<br />

5.9.2 AT&T will designate the point(s) of demarcation between <strong>Southern</strong> <strong>Light</strong>’s equipment and/or<br />

network facilities and AT&T’s network facilities. For 2-wire and 4-wire connections, the<br />

demarcation point shall be a common block on the AT&T designated conventional distribution<br />

frame. <strong>Southern</strong> <strong>Light</strong> shall be responsible for providing the common block and cabling and<br />

<strong>Southern</strong> <strong>Light</strong>’s AT&T Certified Supplier shall be responsible for installing and properly<br />

labeling/stenciling the common block and any necessary cabling identified in Section 7 below. For<br />

DS1, DS3, STS1, and optical terminations, AT&T shall designate, provide, and install demarcation<br />

point hardware on a per arrangement basis. <strong>Southern</strong> <strong>Light</strong> shall be responsible for providing, and<br />

<strong>Southern</strong> <strong>Light</strong>’s AT&T Certified Supplier shall be responsible for installing any necessary cabling<br />

and properly labeling/stenciling the demarcation point hardware for terminations identified in<br />

Section 7 below.<br />
