2.1.13.1 <strong>Southern</strong> <strong>Light</strong> may utilize the EEL to Loop Retermination process to disconnect an EEL circuit and<br />

reterminate the Loop portion of the former EEL circuit to a collocation arrangement in the enduser’s<br />

Serving Wire Center (EU SWC).<br />

2.1.13.2 This process is available when the existing Loop portion of the EEL will be re-used and the resulting<br />

Loop will be subject to the rates, terms and conditions for that particular Loop as set forth in this<br />

Attachment. This process will apply only to EELs that include as a part of its combination a DS1<br />

Loop, UVL-SL2 Loop, 4-Wire UDL Loop (64, 56 kbs) and a 2-Wire ISDN Loop.<br />

2.1.13.3 AT&T shall charge the applicable EEL to Loop Retermination rates found in Exhibit A. <strong>Southern</strong><br />

<strong>Light</strong> shall also be charged applicable manual service order, collocation cross-connect and EEL<br />

(including the Transport and Loop portions of the EEL) disconnect charges as set forth in Exhibit A<br />

of this Attachment.<br />

2.1.13.4 The EEL to Loop Retermination process is not available when a dispatch outside the serving wire<br />

center where the Loop terminates is required. If an outside dispatch is required, or if the Loop<br />

portion of the EEL is not one of the Loop types referenced in Section 2.1.13.2 above, or if <strong>Southern</strong><br />

<strong>Light</strong> elects not to utilize the EEL to Loop Retermination process, <strong>Southern</strong> <strong>Light</strong> must submit an<br />

LSR to disconnect the entire EEL circuit, and must submit a separate LSR for the requested<br />

standalone Loop. In such cases, <strong>Southern</strong> <strong>Light</strong> will be charged the EEL disconnect charges and<br />

the full nonrecurring rates for installation of a new Loop, as set forth in Exhibit A.<br />

2.1.13.5 The EEL to Loop Retermination process and requirements will be handled in accordance with the<br />

guidelines set forth in the Ordering Guidelines and CLEC Information Packages as referenced in<br />

Sections 1.13.1 and 1.13.2 above.<br />

2.2 Unbundled Voice Loops (UVLs)<br />

2.2.1 AT&T shall make available the following UVLs:<br />

2.2.1.1 2-wire Analog Voice Grade Loop – SL1 (Non-Designed);<br />

2.2.1.2 2-wire Analog Voice Grade Loop – SL2 (Designed); or<br />

2.2.1.3 4-wire Analog Voice Grade Loop (Designed).<br />

2.2.2 UVL may be provisioned using any type of facility that will support voice grade services. This may<br />

include loaded copper, non-loaded copper, digital loop carrier systems, fiber/copper combination<br />

(hybrid loop) or a combination of any of these facilities. AT&T, in the normal course of maintaining,<br />

repairing, and configuring its network, may also change the facilities that are used to provide any<br />

given voice grade circuit. This change may occur at any time. In these situations, AT&T will only<br />

ensure that the newly provided facility will support voice grade services. AT&T will not guarantee<br />

that <strong>Southern</strong> <strong>Light</strong> will be able to continue to provide any advanced services over the new facility.<br />

AT&T will offer UVL in two different service levels - Service Level One (SL1) and Service Level Two<br />

(SL2).<br />
