2.9.1.6 If AT&T retires its copper facilities using 47 C.F.R § 51.325(a) requirements; or is required by a<br />

governmental agency or regulatory body to move or replace copper facilities as a maintenance<br />

procedure, AT&T will notify <strong>Southern</strong> <strong>Light</strong>, according to the applicable network disclosure<br />

requirements. It will be <strong>Southern</strong> <strong>Light</strong>’s responsibility to move any service it may provide over<br />

such facilities to alternative facilities. If <strong>Southern</strong> <strong>Light</strong> fails to move the service to alternative<br />

facilities by the date in the network disclosure notice, AT&T may terminate the service to complete<br />

the network change.<br />

2.9.2 Submitting LMUSI<br />

2.9.2.1 <strong>Southern</strong> <strong>Light</strong> may obtain LMU information and reserve facilities by submitting a mechanized LMU<br />

query or a manual LMUSI according to the terms and conditions as described in the LMU CLEC<br />

Information Package, incorporated herein by reference as it may be amended from time to time.<br />

The CLEC Information Package is located at the “CLEC UNE Product” on AT&T’s Wholesale –<br />

Southeast Region Web site. After obtaining the Loop information from the mechanized LMU<br />

process, if <strong>Southern</strong> <strong>Light</strong> needs further Loop information in order to determine Loop service<br />

capability, <strong>Southern</strong> <strong>Light</strong> may initiate a separate Manual SI for a separate nonrecurring charge as<br />

set forth in Exhibit A.<br />

2.9.2.2 All LSRs issued for reserved facilities shall reference the facility reservation number as provided by<br />

AT&T. <strong>Southern</strong> <strong>Light</strong> will not be billed any additional LMU charges for the Loop ordered on such<br />

LSR. If, however, <strong>Southern</strong> <strong>Light</strong> does not reserve facilities upon an initial LMUSI, <strong>Southern</strong> <strong>Light</strong>’s<br />

placement of an order for an advanced data service type facility will incur the appropriate billing<br />

charges to include SI and reservation per Exhibit A.<br />

2.9.2.3 Where <strong>Southern</strong> <strong>Light</strong> has reserved multiple Loop facilities on a single reservation, <strong>Southern</strong> <strong>Light</strong><br />

may not specify which facility shall be provisioned when submitting the LSR. For those occasions,<br />

AT&T will assign to <strong>Southern</strong> <strong>Light</strong>, subject to availability, a facility that meets the AT&T technical<br />

standards of the AT&T type Loop as ordered by <strong>Southern</strong> <strong>Light</strong>.<br />

2.9.2.4 Charges for preordering manual LMUSI or mechanized LMU are separate from any charges<br />

associated with ordering other services from AT&T.<br />

3 Line Splitting<br />

3.1 Line splitting shall mean that a provider of data services (a Data LEC) and a provider of voice<br />

services (a Voice CLEC) to deliver voice and data service to customers over the same Loop. The<br />

Voice CLEC and Data LEC may be the same or different carriers. AT&T will provide Line Splitting<br />

over a Loop (UNE-L) purchased by <strong>Southern</strong> <strong>Light</strong> pursuant to this Agreement.<br />

3.2 Line Splitting – UNE-L. In the event <strong>Southern</strong> <strong>Light</strong> provides its own switching or obtains switching<br />

from a third party, <strong>Southern</strong> <strong>Light</strong> may engage in line splitting arrangements with another CLEC<br />

using a splitter, provided by <strong>Southern</strong> <strong>Light</strong>, in a Collocation Space at the central office where the<br />

loop terminates into a distribution frame or its equivalent.<br />

3.3 AT&T must make all necessary network modifications, including providing nondiscriminatory<br />

access to OSS necessary for pre-ordering, ordering, provisioning, maintenance and repair, and<br />
