submitting a Subsequent Application, which reflects the new DC power level desired by <strong>Southern</strong><br />

<strong>Light</strong>. The requested change in DC power usage will be reflected in <strong>Southern</strong> <strong>Light</strong>’s next<br />

scheduled monthly billing cycle.<br />

8.9.10 Tennessee Caged Collocation Power Usage Metering Option. In Central Offices in Tennessee<br />

only, <strong>Southern</strong> <strong>Light</strong> may request that DC power provisioned by AT&T to <strong>Southern</strong> <strong>Light</strong>’s caged<br />

Collocation Space be assessed pursuant to the orders entered by the Tennessee Regulatory<br />

Authority in Dockets 97-01262, 99-00430, and 00-00544 for Collocation for Tennessee. By<br />

electing the TRA Option, <strong>Southern</strong> <strong>Light</strong> accepts the TRA rates, terms and conditions of Exhibit C<br />

in their entirety in conjunction with the other terms and conditions of Attachment 4.<br />

8.9.11 Georgia Caged Collocation Power Usage Metering Option. - In Georgia, <strong>Southern</strong> <strong>Light</strong> may<br />

request that DC power provisioned by AT&T to <strong>Southern</strong> <strong>Light</strong>’s Collocation Space be assessed<br />

pursuant to Georgia Public Service Commission Order Docket No. 14361-U (“Order”). AT&T will<br />

assess <strong>Southern</strong> <strong>Light</strong> for -48V DC power using the actual number of load Amps measured. The<br />

power circuits may be fed from either an AT&T BDFB or <strong>Southern</strong> <strong>Light</strong>’s BDFB. These recurring<br />

power charges will be assessed by AT&T on the Space Acceptance Date or Space Ready Date,<br />

whichever is appropriate, pursuant to Section 8.3.<br />

8.9.11.1 Upon <strong>Southern</strong> <strong>Light</strong>’s election of the power metering option <strong>Southern</strong> <strong>Light</strong> will convert existing<br />

caged collocation arrangements to the power metering rate structure. The recurring power<br />

charges that are contained Exhibit B of this Attachment will be assessed on the Space Ready Date<br />

associated with the Subsequent Application submitted by <strong>Southern</strong> <strong>Light</strong> to convert an existing<br />

caged collocation arrangement to the metered power rates.<br />

8.9.11.2 Pursuant to the Order, <strong>Southern</strong> <strong>Light</strong> shall provide a Fluke Model 189 AC/DC multimeter and<br />

Fluke Model i410 clamp-on ammeter probe for each central office where they have requested<br />

metered power. One copy of the FlukeView software must also be provided for each Fluke 189<br />

multimeter, and each copy must comply with Fluke copyrights.<br />

8.9.11.3 <strong>Southern</strong> <strong>Light</strong> may, at its sole cost and expense, install its own meters on its BDFB(s) located in<br />

its own caged Collocation Space(s) and notify AT&T of the option of using such meters for the<br />

purposes of measuring <strong>Southern</strong> <strong>Light</strong>’s actual power usage. In such case, AT&T, or its AT&T<br />

Certified Supplier, will have the option of reading and recording the actual power usage from either<br />

the meter installed on <strong>Southern</strong> <strong>Light</strong>’s own BDFB(s) or via the aforementioned Fluke 189<br />

multimeter equipped with a Fluke i410 clamp-on ammeter probe.<br />

8.9.11.4 AT&T, at its sole option and at its own cost, may choose to purchase, install, and use its own<br />

ammeter measurement device. The usage reading for the option elected by AT&T shall be used<br />

for purposes of calculating the DC power usage billing.<br />

8.9.11.5 AT&T, or its AT&T Certified Supplier, will perform all metering activities, to measure the actual<br />

power usage being drawn by <strong>Southern</strong> <strong>Light</strong>’s collocation equipment on both the A and B power<br />

feeds. The charge will be the sum of both the A and B power feeds and will be based upon either<br />

an instantaneous reading or busy hour average current reading, depending on the capabilities of<br />

the ammeter measurement device.<br />

8.9.11.6 If AT&T, or its AT&T Certified Supplier, requires access to <strong>Southern</strong> <strong>Light</strong>’s caged Collocation<br />

Space(s) for purposes of measuring the power usage, AT&T or its AT&T Certified Supplier shall<br />

provide <strong>Southern</strong> <strong>Light</strong> with a minimum of forty-eight (48) hours (two business days) notice that<br />

access is required. <strong>Southern</strong> <strong>Light</strong> shall respond to such request for access within twenty-four (24)<br />

hours for the purpose of establishing the date and time of access to <strong>Southern</strong> <strong>Light</strong>’s caged<br />

Collocation Space(s). Once the date and time of access to <strong>Southern</strong> <strong>Light</strong>’s caged Collocation<br />
