According to the Royal Decree (RD) of Augustus 20th 1996: « the MIC-service will<br />
serve as referral c<strong>en</strong>tre for a group of hospitals totalizing a minimum of 5 000<br />
deliveries”. Globally, the conditions of the RD seems to be respected since 17 MIC<br />
services were created for 85 000 deliveries. However, as se<strong>en</strong> in table 20 above, the<br />
situation varies widely betwe<strong>en</strong> regions. The situation is quite similar in Vlaander<strong>en</strong> <strong>en</strong><br />
in Wallonie but in Brussels, there are not <strong>en</strong>ough births to justify the high number of<br />
MIC-services (6). Of course, MIC services in Brussels can establish refer<strong>en</strong>ce<br />
agreem<strong>en</strong>ts with maternity services outside Brussels: this assertion is tested in section<br />
6.3.1. These agreem<strong>en</strong>ts do not correspond to the primary objective of the Royal<br />
Decree, ev<strong>en</strong> if the text of this RD does not prev<strong>en</strong>t maternity services to sign<br />
agreem<strong>en</strong>ts with several MIC services, including agreem<strong>en</strong>ts which are practically never<br />
carried out.
