Tribal 1 - Traditional and Contemporary Uses<br />

September 2005<br />

Allow traditional uses, and access to traditionally used areas (as well as contemporary uses and<br />

needs) to tribal and other Native American interests:<br />

• Protect, conserve, and restore traditionally used resources. Opportunities for traditional use of<br />

the national forest and national forest resources are improved and provisions are made to<br />

offer access to sites with cultural significance. Use opportunities during project planning<br />

and<br />

implementation to identify, enhance, and protect traditionally used resources.<br />

• Maintain opportunities for spiritual solitude for tribal groups and individuals. Retain<br />

the<br />

character of traditional sites in conditions consistent with traditional cultural uses.<br />

• Establish effective partnerships to address issues of mutual concern (plant material<br />

propagation, etc.).<br />

• Work collaboratively with tribes to determine appropriate locations and levels for gathering<br />

traditional plant materials.<br />

Tribal 2 - Government to Government Relations<br />

Establish effective relationships with federally recognized tribes:<br />

• Using the <strong>National</strong> Tribal Relations <strong>Strategy</strong> develop government-to-government protocols<br />

with all recognized tribes and interested parties protocols for organized groups of local<br />

Native Americans within this planning cycle.<br />

• Promote collaborative partnerships for heritage resource management, ecosystem restoration,<br />

comprehensive fire planning, and to recognize historic Native American access rights to land<br />

areas and resources.<br />

• Promote implementation of NAGPRA with local federally recognized tribes.<br />
