Risks Related to the Institutional Environment<br />

The national forest budget could differ from projections.<br />

The trends in accomplishment of objectives<br />

shown above are dependent on the national forest<br />

receiving an operating budget<br />

that is similar to its experienced budget over the last three years.<br />

Fluctuations in the budget (either upward or downward) would likely cause a change in the<br />

direction and/or magnitude of projected accomplishments. In addition, changes in the mix of<br />

funds between program<br />

areas also have the potential to affect the rate or magnitude of<br />

performance.<br />

<strong>National</strong> or Regional strategic initiatives may emerge in response to broad-scale issues.<br />

This forest plan is linked to the<br />

agency's <strong>National</strong> Strategic <strong>Plan</strong> (see <strong>Part</strong> 1—Southern California<br />

<strong>National</strong> <strong>Forest</strong>s Vision) that is updated<br />

every three to five years. Historically, both Congress and<br />

the Executive Branch have also instituted program initiatives outside of the<br />

forest planning<br />

proces s that affect much or all of the <strong>National</strong> <strong>Forest</strong> System (e.g., the Roadless<br />

Rule, the<br />

<strong>National</strong> Fire <strong>Plan</strong>, and the <strong>National</strong> Energy<br />

Policy). Such changes in national direction have the<br />

potential to add to, override, or otherwise<br />

adjust the performance objectives of the national<br />

forest.<br />
